Given Eglin’s dynamic mission load:
1. Provide strategy, key points, and critical techniques for how you will meet the -2% DBA expenditure goal while completing required maintenance.
2. The test mission’s fluid schedule can result in workers charging DBA during normal business hours and then charging overtime RBA to support test missions. What management techniques will the Offeror employ to balance RBA and DBA manpower and minimize overtime RBA charges?
