About this file

This document is a Justification for Other than Full and Open Competition for a sole source acquisition by the United States Coast Guard (USCG). The contract is with Allied Systems Company for Work Item D-11 Side Boat Davit Renewal on the USCGC HAMILTON, a National Security Cutter. The total contract value is $304,185.20 for the period from 14 September to 14 December 2025, funded by Operations and Support funds for Fiscal Year 2025.

The justification details that Allied Systems Company is the only contractor with proprietary data and technical capabilities to perform the davit system renewal, with SFLC engineers requiring a Licensed Technical Representative who has unrestricted access to the Original Equipment Manufacturer's (OEM) proprietary information. The contract aims to support, maintain, and improve operations of the Allied Dual Point Davit system, with the USCG noting potential safety concerns if the modifications are not implemented. Market research included Sources Sought Notices and government database reviews, with four contractors responding to the initial notice, though none could provide the specialized technical support required.

The NSC is currently being acquired by USCG Acquisitions Directorate and is in full rate production. Currently the CG directly supports hulls 1-9 NSC.
