About this file
This document is a Questions and Answers (Q&A) file for the USCGC HAMILTON (WMSL-753) Dock-Side Repairs FY25 federal contract opportunity. The file contains six detailed contractor questions and corresponding U.S. Coast Guard responses addressing technical specification clarifications across multiple work items, including tank preservation pricing, surface preparation standards, weld inspection requirements, and materials installation details.
Key clarifications include the Coast Guard's guidance on providing total tank preservation costs, specifying surface preparation methods involving multiple SSPC standards (SSPC-SP-6 WAB, SSPC-SP10 WAB, SSPC-SP11), confirming weld inspection applies only to exposed/visible welds, and updating material requirements for specific installation tasks. The document also provides instructions for contractors who submitted Non-Disclosure Agreements (NDAs) to request a supplemental technical drawing (750-WMSL-320-580) by email no later than 1200pm EST on 13 May 2025.

USCGC HAMILTON (WMSL-753) DOCK-SIDE REPAIRS FY25
OFFERORS’ QUESTIONS
Specification Paragraph Reference: O-003, para 3.1.6.1
Question: Para 3.1.6.1 of O-003 directs KTR to provide separate pricing for both tanks listed in Table 2 but the provided pricing schedule document only has one price line for O-003. Will USG clarify or correct?
Coast Guard Response: Contractor must provide a total cost for preservation of all tanks listed on Table 1 of this work item. In case of partial exercise of this work item (i.e. not all tanks listed on Table1 requiring preservation), pricing will be determined by the proportion of volume from each exercised tank, compared to the total volume of all tanks listed on Table 1.
Specification Paragraph Reference: D-007, para 3.4.1
Question: Para 3.4.1 directs KTR to clean all rust surfaces using SSPC-SP 11 without defining what “all rust surfaces” consists of. Will USG clarify?
Coast Guard Response: Not only SSPC-SP11. SSPC-SP-6 WAB (Overall) Plus SSPC-SP10 WAB and SSPC-SP11 (Rusts) with Surface Profiles required.
Specification Paragraph Reference: D-011, para 3.1.7
Question: Para 3.1.7 directs KTR to “perform NDI of all welds…”. Spec does not specify what “all welds” consists of, and whether “all welds” is directed towards the removed davit or the new davit. KTR advises that “NDI of all welds..” would consist of a significant disassembly of the subject units in order to access, identify and test “all welds”. Will USG clarify?
Coast Guard Response: Weld inspection requirement only applies only all exposed/visible welds. There will be welds from the previous DPD that do not need to be inspected, on the new DPD the welds need to be inspected.
Specification Paragraph Reference: D-007, Table 3 and Para 3.111.1
Question: Table 3 directs KTR to preserve Plenum Enclosures using system “Smoke Stack (Smoke Stack Casing, Steel Exterior) which directs the use of inorganic zinc primer. Paragraph
3.11.1 directs certain surface preparation to be performed using SSPC-SP 11. Inorganic zinc can only be applied to grit blasted substrates, but zinc rich epoxy can be used to prime SSPC-SP 11 substrates. Will USG clarify?
Coast Guard Response: Surface Prep ~ SSPC-SP-6 WAB (Overall) plus SSPC-SP10 WAB and SSPC-SP11 (Rusts) or equivalent
SFLC Std Spec 6310, Appendix A Note 10, An Organic Zinc coating may be used to replace inorganic zinc for repair/maintenance of inorganic zinc systems
Specification Paragraph Reference: D-013, paragraph 3.4
Question: Looking at WI-013, paragraph 3.4, references Detail 55-B of CG DWG 750-WMSL- 520-507. Detail 55-B does not pertain to the strainer install. Does the material identified in Detail 55-B need to be installed? If this material needs to be installed, is it all 3 locations that reference Detail 55-B?
Coast Guard Response: Detail 55-B is not relevant to the install. Paragraph 3.4 has been updated to state: Materials. The Contractor must provide materials as listed on Coast Guard Drawing 750-WMSL-520-507 detail 79-B and any gaskets, hardware, flanges or piping required to connect the strainer in the existing piping with the exception of the items provided as Government Furnished Property (GFP).
Specification Paragraph Reference: D-013, paragraph 3.5
Question: Looking at WI-013, paragraph 3.5, references Plan View 75-A of CG DWG 750- WMSL-520-507. Are any of the 90 degree fittings, PC-13, currently installed?
Coast Guard Response: The 90-degree elbows are installed, however, there is not enough clearance below for the strainer to fit
Specification Paragraph Reference: D-011, paragraphs 3.5.5 and 3.5.6
Question: The subject paragraphs reference CG Drawing 750-WMSL-320-580. This reference is missing from the provided technical package and List of Consolidated References. Will USG provide?
Coast Guard Response: This drawing was omitted from the Consolidated List of References and was not included in the technical drawing packages. Offerors who submitted an NDA and JCP certification within the technical drawing timeframe may request this supplemental drawing via email request to lavon.m.lewis@uscg.mil and cc to mark.cap@uscg.mil NLT 1200pm EST on 13 May 2025.
