1.0 PURPOSE

The purpose of this Statement of Objectives (SOO) is to outline the requirements of the first order which will cover the implementation of the core platform. The Library recognizes that there are varying approaches to meet these requirements. Through the use of this SOO the Library seeks to allow offeror the maximum flexibility to innovatively manage the program schedule, performance, risks, and any subcontracts to produce a system that satisfies the requirements. In order to achieve the objectives, the Library believes it is important to maintain clear visibility into the program schedule, performance, and risk. The offeror is required to build upon this document and provide with their proposal a complete Statement of Work outlining their unique approach to achieving these objectives.

2.0 SCOPE

The contractor shall provide a Library Collections Access Platform (LCAP) to support centralized management of the entire lifecycle of the Library’s acquisitions, bibliographic control and cataloging, collections management, inventory and circulation, discovery, and researcher management needs while providing the greatest efficiency and value to the Library's operations. The solution may be composed of one or more proven, mature systems or services from and must at a minimum include a Library Service Platform (LSP) and Discovery Layer.

The contractor will assign resources and accomplish the performance objectives listed below. In order to ensure the services are successfully met the contractor shall incorporate into their proposed Statement of Work a Project Management Plan (PMP) that outlines how they will meet the objectives outlined in this document. The contractor must provide a Project Management Plan (PMP) that includes:

The Contractor shall conduct and propose methods for user acceptance, performance, and accessibility testing to collect and resolve issues and defects and obtain written acceptance of required functionalities through the completion of user stories or similar process with clear acceptance criteria on this task order:

- User Acceptance Testing shall verify that the solution satisfies all user stories in the backlog.

- Performance Testing shall verify that the solution satisfies the performance requirements indicated in

C.3.13.12. of the LCAP IDIQ Statement of Work and the contractor’s standards for this task order.

- Accessibility Testing shall verify that the solution satisfies all requirements captured in C.3.13.7. of the

LCAP IDIQ Statement of Work.

The contractor shall provide the following requirements during the testing and implementation:

• Platform-specific test procedures and plans including test cases;

• User acceptance, performance, and accessibility testing in non-production environment;

• Reports on test results and recommendations for resolving issues identified during test;

• Logging and Monitoring

Task 2: The Contractor shall work with Library stakeholders to develop implementation guides to confirm coordination with all required Library teams and processes for effective configuration management. The implementation processes shall include configuration management practices, testing of core and integrated systems, release documentation, and inclusion of Library change management processes.

Task 3: The Contractor must provide Test Plan that includes approach, dependencies, timeline, and stakeholders as well as entry and exit criteria and test cases for User Acceptance Testing, Performance Testing, and Accessibility Testing. The contractor shall work with Library stakeholders to ensure that stories have proper accurate acceptance criteria and the needed test procedures and documentation to validate each story.

Task 4: The contractor must provide a Performance Testing Report for the proposed production environment and production data to include the following:

• Results of the performance test

• Recommended action plan to address issues identified in the performance test
