This document describes a federal solicitation for the Adapting and Modifying Optimized Sample Transport Routes for Achieving Impact (AMOSTRA) activity. The primary purpose of the AMOSTRA activity is to provide an effective and efficient transportation system for laboratory specimens including viral load testing for HIV patients, HIV Early Infant Diagnosis, and Tuberculosis specimens. This system will initially be managed by the contractor but is intended to gradually transition to management by the Government of Mozambique. The activity directly supports Mozambique's strategic objectives to reduce HIV prevalence and strengthen laboratory sample transportation systems as outlined in the country's National Development Strategy and Health Sector Strategic Plan. The activity will work toward five key objectives: increased access to diagnostic testing, improved timeliness of test results, reduced costs of specimen referrals, assured quality of diagnostic testing, and support for national monitoring and coordination of specimen transport. The contractor will competitively engage private and community transporters to operate a cost-effective specimen referral system across five provinces in Mozambique.
