AMENDMENT 01 QUESTIONS AND ANSWERS

SECTION B

Question 1 Section B.2 states that the anticipated contract is a cost plus incentive fee–performance incentive (CPIF-PI) type contract. It is our understanding that a CPIF-PI type contract includes cost incentives and performance incentives, as described in FAR 16.402-1 and 16.402-2. We understand cost incentives and performance incentives as being discrete types of fees, each serving a unique purpose in the awarded contract. The language in the first two introductory paragraphs of Attachment J.8 (Incentive and Monitoring framework) references the cost incentive and performance incentive components of this contract type and proposes a single fee arrangement that is difficult to understand. Would USAID kindly consider separating the cost incentive fee (as described in Section B.3) from the performance incentive fee as described under Attachment J.8 by revising Attachment J.8 to discuss only the performance incentive fee?

Answer 1:

Please see Revised Attachment J.8 Incentive and Monitoring Framework.

Question 2 Section B.2 states, “The anticipated contract is a Cost-Plus-Incentive Fee (CPIF) type contract.

The general structure and management of the incentive fee arrangements are described in Section B.3 and B.4.” It is our understanding of FAR 16.405-1 that a CPIF contract type specifies a target cost, a target fee, minimum and maximum fees, and a fee adjustment formula. While Section B.3 provides for minimum and maximum target incentive fees, and the table in Section B.4 provides for a target fee, there is not a clear provision for a target cost and B.3 states that the possible incentive fee and fee adjustment formula will be negotiated with the apparent successful offeror. To allow offerors to submit proposals in accordance with FAR 16.405-1, would USAID kindly revise Section B.3 or B.4 to reflect a target cost, a target fee, minimum and maximum fees, and clearly state the intended fee adjustment formula?

Answer 2 Offerors should propose appropriate fees in accordance with the framework provided in Attachment J.8. The target cost will be the Contractor’s proposed total estimated cost.

Question 3 Section B.3 Cost and estimated fee ´´Under USAID AMOSTRA, offerors will provide a detailed cost and a minimum fee that does not exceed 2% of the target cost. The estimated cost range for this procurement is $15 million for the implementation of this activity.´´

Could you confirm that this cost range includes total estimated cost + Total Target fee (not exceeding 2%)

Answer 3 USAID confirms that the cost range is inclusive of the Total Estimated Cost + the Total Target fee (a minimum fee of 2%).

Question 4 Section B.6 states that costs billed to this contract will be limited to allowable, reasonable, allocable, and necessary in accordance with FAR 52.216-7. By contrast, Section B.7 of the RFP states that “… for every dollar that the contractor exceeds the target cost, the government will pay 75% and the remaining 25% will be deducted from the contractor’s incentive fee payout.”

This contradicts our understanding of a CPIF type contract, whereby the contractor will be paid for total allowable, reasonable, allocable, necessary costs, plus the minimum, target, or maximum fee. Would USAID kindly revise the language under Section B.7 (in all areas where applicable) to allow the winning contractor the bill its total allowable cost, plus a minimum, maximum, or target fee?

Answer 4 The contractor will be paid for all allowable, reasonable, and allowable expenses in addition to the minimum fee. USAID defines incentive fee as all fees in excess of the minimum fee. In situations of overruns/underruns, the share ratio will be applied and will determine incentive fee (in addition to the minimum fee) that the contractor may or may not receive.

SECTION C

Question 5 Section C.3. Purpose and activities

Other that information presented on RFP, can USAID provide more logistical information.

● Frequency of pickup of each collection site

● Average volumes per collection

● List of 1500 sites for pick up

● List of 200 sites for delivery

Answer 5 For purposes of this solicitation, USAID is pleased to provide a spreadsheet data file (“Attachment J.9 Samples per HF”) containing notional data for diagnostic sample quantities at each site.

In the spreadsheet, the sites with the number 1 in column G “Ajuda”, are sites requiring sample pickup 3 times per week. Sites with the number 0 in column G “Ajuda” are non-Ajuda sites, and require sample pickup 1 time per week.

In Column H labeled “Plasma?”, the sites labeled ‘Yes” provide samples in the form of blood vials. These samples require transport in Temperature Regulated Boxes (passive containers). In the sites not labeled Yes, the samples are Dried Blood Spot samples, which are essentially small pieces of paper that will be packaged in a protective envelope. These samples do not require Temperature Regulated Boxes.

Question 6 Section C.3.4 Operating Constraints

´´Provide adequate temperature regulated boxes, with at least 48 hours of cold life, to convey clinical samples that are cold chain dependent. This consists of utilizing passive containers which can be loaded on to an ambient vehicle and maintaining temperature within the required range for the duration of the delivery to the point of destination.´´

Can USAID clarify if the HF will be responsible for preparing the clinical sample on the passive container, prior to collection?

Answer 6 USAID confirms that Health Facilities will be responsible for preparing the clinical samples for transport and the contractor will be responsible for placing the samples in the passive containers at the time of collection.

Question 7 Can USAID clarify what proportion of the volumes would require cold chain transportation and if the HFs will provide appropriate cold chain packaging so that these items can be transported in ambient temperature containers?

Answer 7 Please see Attachment J.9 Sample Per HF.

SECTION H

Question 8 Section H.19. Please confirm that information required for any subcontracts should be provided by the offeror on award, and not at proposal phase?

Answer 8 Information on proposed subcontracts will be requested of the apparently successful offeror at the time of award. For the proposal phase of this solicitation, USAID is only requesting Letters of Commitment from proposed subcontractors as stated on page 117 of this solicitation; these letters are annexes to the Cost Proposal.

SECTION J

Question 9 It is our understanding that Attachment J.8 (Incentive and Monitoring framework) intends to outline the performance incentive fee structure of this CPIF-PI contract type. Performance incentive fees, when inserted alongside cost incentive fees, can serve to inspire the contractor to work harder while keeping costs to a minimum. We appreciate the intent of the two types of fees and their combined effect on the contractor’s performance, and the value they bring to the client.

We are unable, however, to understand the fee structure and fee application as described in the table on page 1 of Attachment J.8. Would USAID kindly explain the fee table, or preferably revise it to include performance incentive fees exclusively (in whole dollars, not percentages) as tied to discrete performance metrics? During implementation, this will allow both parties to clearly identify the portion of the contract budget that is allocated to performance incentive fees, identify the performance metrics that are tied to such fees, and calculate fees based on the metrics achieved.

Answer 9 Please see Revised Attachment J.8 Incentive and Monitoring Framework.

SECTION K

Question 10 Please confirm that the statements listed in section K must be included in the proposal or in the contract (later stage)? If required, please share on Word Format?

Answer 10 Only the successful Offeror will be requested to complete the statements listed in Section K.

Question 11 Because severance payments are required by Mozambique local labor law, would USAID kindly include FAR 52.237-9, Waiver of Limitation on Severance Payments to Foreign Nationals to Section K?

Answer 11 At this time, FAR 52.237-9 will not be included in this solicitation. Upon award, if required/justificable, that section of FAR will be included in the finalized contract.

SECTION L

Question 12 The cover page lists a past performance deadline of November 13, one week in advance of the final proposal submission. On page 108, L.6 SUBMISSION OF PAST PERFORMANCE INFORMATION, the RFP notes that “Past Performance information must be submitted … in accordance with instructions outlined in Section L.8. The past performance must not be resubmitted with the technical proposal. Only one submission is required.” However, Section L.8 lists two requirements for past performance: Part f) Past Performance (3 pages as part of technical approach), as well as Part g) Authorized Annexes, (5) List of Past Performance Information. Would USAID kindly clarify which past performance information should be submitted by November 13 in advance of the technical submission?

Answer 12 For the November 13, 2020 Past Performance submission, only Part F, Past Performance, and Part G(5), List of Past Performance Information, should be submitted.

All other documentation identified in Part G, Authorized Annexes, should be submitted along with the Technical Proposal on November 20, 2020.

Question 13 On page 110, Section L.8 states the font and size as Times New Roman, 11 point. Would USAID consider a smaller font and size (Arial 9 point or 10 point) for tables, graphics, and text boxes?

Answer 13 Smaller font size (Times New Roman 9-11point ) can be used for tables, graphics and within text boxes; so long as the information is legible.

Question 14 Section L.8 Technical proposal. Please confirm that the 35 pages for Technical proposal include:

cover sheet, table of contents, Executive Summary, Technical Approach, personnel and management structure, and past performance and exclude Authorized annexes?

Answer 14 The 35 page limit to the Technical Proposal includes the following sections:

● Cover Sheet (not to exceed one (1) page)

● Table of Contents (not to exceed two (2) pages)

● Executive Summary (not to exceed three (3) pages)

● Technical Approach (not to exceed twenty (20) pages)

● Personnel and Management Structure (not to exceed six (6) pages)

● Past Performance (not to exceed three (3) pages)

Authorized Annexes are not counted towards the 35 pages for the Technical Proposal.
