SCOPE OF WORK

1.1 PROJECT SCOPE AND DESCRIPTION:

This document defines the requirements to design and construct a new Building Automation System (BAS) that uses the Building Automation Control Network (BACnet) protocol for the Northern California TRACON (NCT) located at 11365 Douglas Rd, Mather, CA 95655.

The current Environmental Control Management System (ECMS) is an outdated CSI system that has reached the end of its useful life. The work described herein will be procured under a design build contract and delivered in accordance with the current FAA standards, ASHRAE Guideline 13-2015, and ASHRAE/ANSI Standard 135-2016. If there are any conflicts between applicable codes, the most stringent must apply. Any drawings and documentation provided by the FAA regarding the current system are for reference only and must be field verified by the contractor.

The contractor must furnish all labor, equipment, materials, transportation, insurance, notification, licenses, permits, fees and supervision necessary to provide a complete design to overhaul the existing CSI system to a BACnet compatible building management system to include installation of the final approved design Design must include the development of drawings, specifications, sequence of operations, and implementation plans. Any activities that may have the potential to affect FAA systems must go through Operational Risk Management (ORM) meetings and reviews. The contractor must incorporate ORM concepts into their implementation plans. Refer to ORM Concepts document in Appendix F for more information.

Upon FAA approval of the design documents, the contractor must furnish all material, labor, equipment, tools, layout, and supervision to remove the old CSI system and install the new BAS.

The system will also be commissioned by the FAA’s third party contractor. The contractor is responsible for providing a complete and functioning operating system. Upon completion of work, the contractor must provide the onsite FAA maintenance crew with adequate training to support the new BAS.

1.2 SUMMARY OF WORK:

A. Review Appendixes A-G provided by FAA in preparation for Site Survey:

B. Conduct a Site Survey of NCT’s existing site conditions to collect the additional information needed to prepare NCT’s Design Package. During the Site survey:

a. Provide the FAA team with an overview of the Site Survey schedule, activities and objectives.

b. Walk the project areas and markup as needed the prepared preliminary controls drawings.

c. Identify each piece of equipment and its configuration and sequence of operation in the current control scheme.

d. In consultation with the FAA, identify equipment to consider adding to the BAS or changes to the sequence of operation that could be beneficial to the FAA.

e. During the Site Survey, work with FAA personnel to identify other scheduled projects and facility operation details that could affect BAS design and schedule.

f. Prepare and submit Site Survey Meeting Minutes detailing the items discussed above.

C. Conduct an on-site point-to-point verification of NCT’s equipment to confirm functionality of the existing BAS and note all deficiencies identified.

a. Provide a Technical Assessment Report detailing point-to-point deficiencies

D. Use 23 09 23 - Instrumentation and Controls (FAA National ATCT Controls Standards) (Appendix E) as a basis of design to develop a 45%, 70%, 100%, and Final Design Package for NCT. The design packages must include:

a. Installation drawings and specifications including system network architecture, system piping and instrumentation (P&ID) flow diagrams, panel interior drawings, controller termination drawings, instrumentation and control (I&C) end device details, sequences of operations, control power information, and bill of materials;

i. Sequence of operations of each unit/piece of existing HVAC equipment must be maintained after replacement of control system unless otherwise stated and approved by the facility in new specifications.

b. Site summary drawings of facility floor plans with network route and locations;

c. Hardware and software product data; and

d. Installation/phasing plan.

E. Review and provide written responses to all FAA comments on 45%, 70%, 100%, and Final Design Package.

a. Participate in teleconferences and meetings to discuss design packages;

b. FAA comments must be reviewed and agreed upon prior to proceeding to the next submittal package;

c. FAA acceptance of the Final Design Package is required before the construction phase can commence.

F. Develop an implementation schedule based on the Final Design Package and a transition plan that provides equipment availability and/or redundancy during installation.

G. The contractor must remove the existing BAS system and install the new system per the approved Final Design Package and implementation schedule. Prior to the demolition of existing control panel, the contractor must verify the existing control sequences, operating conditions, control devices, and I/O points. Installation must proceed per implementation schedule and transition plan established. Facility must remain operational during construction and equipment must remain available to maintain all conditioned spaces. The contractor is also responsible for the following tasks:

a. Provide a complete control system including workstation, DDC enclosures, UPS systems & enclosures, DDC controllers, network wiring, and temperature and humidity sensing elements;

b. Control system hardware must consist of sensors, indicators, final control elements, interface equipment, other apparatus and accessories connected to direct digital controllers to operate mechanical systems according to the sequences of operation specified and approved per the design;

c. Control system software must consist of communication software, alarm reporting software, graphical operator interface software, and control software programmed to operate mechanical systems according to the sequences of operation specified and approved per the design. Control system must have BACnet open protocol to allow interoperability between other products and devices;

d. Once the new control panel is installed, the control logic and other programming must be configured in such a manner that the sequence of operation of each unit is to be maintained after the replacement of the control system;

e. The contractor provide all temporary services required for construction

f. Contractor must clean up and restore any damage to the site to its original condition after work has been performed

g. Contractor must follow FAA’s waste disposal Spec 07 74 19 Construction Waste Management and Disposal (Appendix G) and City of Mather and State of California’s regulations for disposal of C&D waste. If FAA’s waste management specifications conflict with city or state codes, follow the more stringent standard.

h. All electrical work must comply with the latest revision of FAA standard FAA-STD- 1217H

i. All equipment grounding must comply with the latest revision of FAA standard FAA-STD-019e

j. Contractor must comply with FAA’s ORM Concepts (Appendix F) during construction;

A. When required by the Contracting Officer’s Representative (COR), the contractor must perform an operation and sequential check/test of all new control software programming.

a. Perform an operation and functional check/test of all installed equipment

b. Confirm the existing sequence of operations has not changed as a result of new equipment and programming except where specified in Design Package

c. Contractor must work with FAA’s third party contractor to inspect and commission the new system

I. Provide training class for maintenance crew

a. Training must be available on multiple dates to accommodate the various schedules of the maintenance crew
