Amendment 0005, 697DCK-21-R-00041
1. Question (Amendment 0001): Response to Question 3 states the following:
Offerors must submit resumes for the Project Manager and the Project Superintendent and submit SF330s for the Designer of Record and Controls Engineer/ Programmer.
Response: Offerors are only required to complete Section E: RESUMES OF KEY PERSONNEL PROPOSED FOR THIS CONTRACT of the SF330 for the Key Personnel identified in Factor 5.
2. Question: Please confirm this is a completely stand-alone system.
Response: The system is a stand-alone system.
3. Question: Please confirm if there may be ATO/accreditation concerns that Offerors should be aware of.
Response: There are no accreditation concerns. System is dedicated to the facility only and will not interact with any other systems.
4. Question: Please confirm the FAA will not require insurance policies to be provided and the Certificate of insurance satisfies the requirement.
Response: Per Section M Volume I Offeror’s must submit their Certificate of Liability Insurance.
5. Question (M.2 Volume I & II): Will the original Bid Bond need to be submitted to a physical address or is it acceptable to include a digital copy in the emailed proposal?
Response: Offerors must include their bid bond electronically with their proposal.
6. Question (Appendix-E-1.1.J Fire Smoke rated HVAC Control System): Appendix-B and Site visit confirms that multiple Fire-Smoke Dampers are controlled via the existing CSI control system. Per NFPA-72 & NFPA-92 code, if these Fire Smoke dampers are controlled via the HVAC Control system, then these systems should be UUKL-864 rated.
However, the specifications section 23 09 23.1.1.J requires the EMCS to be UL-916 certified, which does not meet the project requirements. Please confirm that the proposed system should also comply to UL-864/UUKL and the UL-916 certification. If a UL- 864/UUKL EMCS is not required as part of this replacement project, then please confirm that all Fire Smoke Dampers, Smoke Detectors, Mechanical Fans and the related direct interlocking of Fire Life Safety System (FLSS) components shall not be connected to the new proposed HVAC controls system. Please also confirm that these FLSS components shall be connected / intergated to the Notifier Fire Alarm System and shall be independent of the EMCS.
Response: There is no smoke control system, as defined in NFPA 92, in the facility. The fire/smoke dampers are a passive means of maintaining fire/smoke barriers; therefore, the new EMCS panel does not need to have the UUKL listing.
7. Question (Appendix-E-1.1.J Fire Smoke rated HVAC Control System): For UUKL-
864 rated systems that operate Fire Smoke dampers and related Air Handling Units, then a Firemans Smoke Control Station (FSCS), similar to the picture below is provided in the main entrance area / lobby of the facility. This assists the Firemen control the flow of air but allowing them to manually override operation of individual Air Handling Units and control the Fire Smoke Dampers to meet the project control sequences in emergency cases. Please confirm that a similar customized panel is required as part of this project. If a UL-864/UUKL EMCS is not required as part of this replacement project, then please confirm that all Fire Smoke Dampers, Smoke Detectors, Mechanical Fans and the related direct interlocking of Fire Life Safety System (FLSS) components shall not be connected to the new proposed HVAC controls system. Please also confirm that these FLSS components shall be connected / integrated to the Notifier Fire Alarm System and shall be independent of the proposed EMCS. Please note that this FSCS display / control panel shall still be required for Smoke control operations.
Response: There is no smoke control system in the facility; therefore a FSCS is not required. Non-UUKL EMCS panels are permitted to control fire/smoke dampers as long as the dampers are not associated with a smoke control system.
8. Question (Appendix-E-1.1.J Fire Smoke rated HVAC Control System): Please confirm that the existing Notifier Fire Alarm System is not being upgraded and there is a requirement to integrate this Fire Alarm System to the new proposed EMCS (which shall be UL-864/UUKL & UL-916 rated) to shut down the associated equipment when a fire / smoke alarm is detected in this respective zone / area served by the Mechanical equipment.
Response: There are no immediate plans for a fire alarm panel upgrade. The current interface between the CSI panel and the existing Notifier fire alarm control panel must be maintained with the new EMCS panel.
9. Question (M912 to M914 (Typical) Existing Control Equipment): If compatible with proposed replacement EMCS, please confirm that the following existing controls infrastructure can be utilized:
