1. Question: It is not clear if the table of deliveries is measured in calendar days or working days. Please clarify.
Response: It states “business” or working days
2. Question: Please indicate if all work is to be performed during normal working hours only.
Response: Transition plan developed during design will determine when work will be performed. Work hours are not limited to normal working hours. Offerors should indicate how to transition and the resources and hours required.
3. Question: Please clarify if the repair of the deficiencies found during point-to-point assessment are going to be treated as a contract modification.
Response: During technical assessment, if any deficiencies are discovered, the contractor will note them on deficiency report. It is the discretion of the FAA to issue a change order for any deficiencies and negotiate a fair and responsible price via contract modification. Refer to 3.10.1-15 Changes-Construction, Dismantling, Demolition, or Removal of Improvements (Jul 1996).
4. Question: Please clarify if initial point to point assessment will require calibration verification with a calibrated standard or just verification that the sensors are reading a reasonable value. The reason is that a sensor could be reading a reasonable value but be outside of the required accuracy.
Response: The initial point to point assessment will only require verification if the sensors are reading a reasonable value.
5. Question: Please clarify the scope of the three-month training period. The scope of work states that the training should divided in three 8 hours sessions on different days. Please better describe what does the three-month training period encompasses.
Response: It is a minimum of three (3) sessions, not three (3) months. The intent is to have options to schedule maintenance personnel on different days in the case they can’t attend a certain session.
6. Question: Please clarify. It seems that the past performance factor intended to say a minimum of two but no more than 4 past performance must be submitted but it says as follows:
Offerors must submit a minimum two (2), but more than four (4) Past Performance Questionnaires
(PPQ)
Response: Refer to Amendment 0001
7. Question: Please indicate if past experience and past performance forms are going to count for the page limitations. If they count for page limitations, then please consider increasing the total page limit in order to contractors to be able to submit a complete proposal.
Response: Volume I, along with Past Performance Questionnaires in Factor 3, Resumes, SF330s and the Organizational Chart in Factors 5 of Volume II are not counted towards the 25 page limit. See the revised text in red in L.2 (e) below. The 25 page limit applies to Factors 1, 2, 3 and 4 in Volume II.
e. Proposals must not exceed 25 pages and 10 megabytes. Volume I along with Past Performance Questionnaires in Factor 3, Resumes, SF330s and the Organizational Chart in Factors 5 of Volume II are not counted towards the 25 page limit
8. Question: Please indicate if Value Engineering Cost Proposal will be considered for changes in the existing sequence of operations that may produce savings to the government.
Response: Value engineering will be considered for changes in existing sequence of operations.
9. Question: On section M3 of the solicitation the word recent is defined as follow: “Recent – Projects completed or substantially complete within the last five (5) years from the date of the solicitation.”
Please consider revising the definition to 7 years to reflect the accepted past experience time frame.
Response: The number of years in the definition of Recent has been revised from five years to seven years.
Recent – Projects completed or substantially complete within the last seven (7) years from the date of the solicitation.
10. Question: Please indicate if existing controller enclosures are to be reused or replaced.
Response: Enclosures can be reused if new components fit, but insides (relays, switches, transformers, etc.) must all be new. Intent is to have the same functionality the facility currently has within at enclosure at the minimum.
11. Question: Please indicate if existing conduit infrastructure is to be reused or replaced.
Response: Conduits can be reused. Contractor is responsible for running new conduit if necessary for new controls system.
12. Questions: Please indicate if existing controllers transformers are to be reused or replaced.
Response: Existing controller transformers mounted in DDC enclosures must be replaced.
13. Question: Please indicate if defective sensors, actuators, VFDs and any other connected input or output will have to be replaced or if a contract modification will be issued for these purposes.
Response: During technical assessment, if sensors, actuators, VFDs and any other connected input or output are found to be defective, the contractor will note them on deficiency report. It is the discretion of the FAA to issue a change order for any defective sensors, actuators, VFDs and any other connected input or output and negotiate a fair and responsible price via contract modification. Refer to 3.10.1-15 Changes-Construction, Dismantling, Demolition, or Removal of Improvements (Jul 1996).
14. Question: Please confirm that all existing analog outputs are either 0-10VDC or 4-20ma. Please confirm that there are no phase-cut actuators.
Response: All existing analog outputs are 0-10VDC or 4-20ma. No phase cut actuators
15. Question: Please clarify if the replacement of fire alarm panels is included in this sow or if only we are required to communicate the data. Please provide fire alarm panel model and if possible the communication protocol being used.
Response: Fire alarm panels will not be replaced, but fire alarm system must be integrated into new controls system. Security system and pager system is not expected to be integrated into new controls system. Current Fire alarm is Notifier panel that is converted via proprietary product to CSI.
16. Question: Please indicate which communication protocols does the chillers have available.
Response: The chillers use Yorktalk communication protocol.
17. Question: Please indicate which communication protocol is used on the boilers flame monitors.
Please provide flame monitors model numbers.
Response: See photos of flame monitors below.
18. Question: Please indicate if the new Building Automation System will be installed as a dedicated LAN or if a server running on the agency’s network will be accepted.
Response: The BAS will installed as a dedicated LAN.
19. Question: Please indicate if all existing workstations (5 of them according to drawings) are to be replaced by the contractor. There seems to be three BAS workstations (one spare), one security systems workstation and one fire alarm workstations connected to the LAN. Please advise if the Notifier workstation and the security systems work stations will also need to be integrated into the BAS.
Response: There are a total of 3 workstations and an ancillary panel for the controls system (not counting fire alarm and security), all of which must be replaced. The ancillary panel can be replaced with another workstation. FAA is requesting the new ancillary panel/workstation be relocated to room 511. Fire alarm system must be integrated into new controls system.
20. Question: Please clarify section L.7 COMMUNICATIONS WITH OFFERORS and the following paragraph: “The FAA reserves the right to award a contract immediately following the conclusion of all the evaluations, and is not required to conduct discussions. Therefore, each initial offer should contain the Offeror’s best terms. The FAA may conduct written or oral communications with any and/or all Offerors. The FAA reserves the right to conduct discussions and negotiations with any individual competing Offeror, or all competing Offerors, as the situation warrants. Discussions with one or more Offerors does not require discussions with all Offerors. To be eligible for award, the Offeror must meet all the requirements of this SIR. The FAA reserves the right to reject any and all offers, waive any requirements, minor irregularities and discrepancies, if it is the best interest of the FAA.” Please clarify if AMS Guidance T3.2.2.3(B)(9) takes precedence over FAR 15. Please indicate if FAR 15 will be used at all in this solicitation because if it is then communications deemed discussions with offerors should be fair and equally offered to all offerors. Please advise on this as a deviation from this practice could unreasonably benefit some offerors over others and discourage the submission of proposals.
Response: The AMS reference in M.1 BASIS FOR CONTRACT AWARD is corrected from T3.2.2.3(B)(9) to T3.2.2.3(A).
21. Question: Should contractors price this work as a full replacement of all controls to include field level devices and not just the controllers?
Response: The intent is to replace BAS System, which includes but not limited to such devices as listed in section 1.2 G of attachment J-1. Field hardware such as valves, dampers, and actuators can be reused.
22. Question: Will the FAA provide some basis of estimate for temporary cooling requirements to assure level competition?
Response: FAA will not provide basis of estimate for temporary cooling requirement. FAA is looking for solutions to provide HVAC during construction that provides equipment availability and redundancy so NAS operations will not be impacted. The FAA must review and approve the temporary cooling approach during the design phase.
23. Question: Are certain areas deemed “critical” and will they require special work requirements (temp cooling, after hours, etc)?
Response: Yes, all "critical" areas will require special work requirements, which includes but is not limited to night work. Implementation/Transition plan is required to be approved by the FAA prior to construction.
24. Question: Can existing fiber be reused?
Response: Field wiring (controllers to field devices such as actuators, VFDs, ect) can be reused if it is compatible with newly installed DDC system.
25: Question: Can we get a Bill of Materials on existing devices?
Response: A Bill of Materials is not available. Refer to APPENDIX B AS-BUILT CONTROLS
DRAWINGS.
26. Question: Can we get the complete, existing, sequences of operation?
Response: The sequence of operations is added to Section J as APPENDIX J SEQUENCE OF
OPERATIONS.
27. Question: Is this a like for like replacement? For example, the existing design uses pager notifications which are largely obsolete.
Response: This is a design and installation of a new system and not a like for like replacement.
28. Question: Can we get a complete set of floorplans?
Response: Refer to APPENDIX H NCT Mechanical Plans has been added to Section J in Amendment 0003.
