About this file

This is a Small Business Subcontracting Plan template issued by DLA Energy in December 2023 for federal contractors to use in meeting subcontracting requirements under Public Law 95-507 and FAR Clause 52.219-9.

The template requires contractors to document subcontracting goals across multiple small business categories including Small Business (SB), Veteran-Owned Small Business (VOSB), Service-Disabled Veteran-Owned Small Business (SD-VOSB), Historically Underutilized Business Zone (HUBZone), Small Disadvantaged Business (SDB), and Women-Owned Small Business (WOSB). Contractors must specify total contract value, total projected sales (for commercial plans), and planned dollar amounts and percentages for each small business category, broken down between large business concerns (LB) and small business concerns. The plan requires description of principal types of supplies and services to be subcontracted to each category and the methodology used to develop goals, including whether indirect costs were included. Part 2 addresses subcontracting procedures, including designation of a program administrator with specific duties, methods for identifying potential sources, and assurance of equitable opportunity for small business concerns to compete. Part 3 establishes management requirements including assistance to small businesses, consideration of their capabilities, counseling on opportunities, verification of HUBZone status, notice of penalties for misrepresentation, inclusion of small business utilization clauses in subcontracts, cooperation in reporting, submission of Individual Subcontract Reports and Summary Subcontract Reports via the electronic Subcontracting Reporting System (eSRS), maintenance of detailed records, good faith efforts to use small businesses in proposal preparation, written explanations for failures to acquire from small businesses, prohibition on restricting subcontractor discussions with contracting officers, and timely payment to small business subcontractors. The template requires signatures from the offeror, contract specialist, contracting officer, division chief (if SDB goal is below 5%), Small Business Specialist, and SBA Procurement Center Representative, each with rationale sections.
