About this file

This is a Master Specifications document for the Department of Veterans Affairs VHA containing detailed technical requirements for construction and installation work, specifically addressing plumbing systems, electrical installations, medical gas and vacuum systems, insulation, firestopping, and sealants. The specifications are organized by CSI divisions and cover general requirements, quality assurance standards, submittals, materials, and execution procedures applicable to VA healthcare facility projects.

Key technical requirements include: plumbing systems must comply with the International Plumbing Code and NFPA 99; all piping penetrations require firestopping per Section 07 84 00 and joint sealants per Section 07 92 00; medical vacuum and gas systems require copper Type K tubing, brazing with nitrogen purging, third-party verification by ASSE-qualified personnel, and compliance with NFPA 99 standards; electrical work must comply with NEC and NFPA 70, with all conductors copper and minimum No. 12 AWG; plumbing insulation thickness varies by service temperature and pipe size with mineral fiber, phenolic foam, polyisocyanurate, or calcium silicate options. All materials and equipment must be listed by UL or equivalent testing laboratories, be current production items with three-year service records on similar projects, and have permanent service organizations available within 100 miles responding within 4-24 hours depending on emergency status. Contractors must submit detailed shop drawings, coordination drawings, operations and maintenance manuals in electronic format, warranty management plans, and as-built documentation on AutoCAD 2025. All work requires COR approval before installation, with inaccessible equipment subject to removal and reinstallation at contractor expense, and strict adherence to VA security procedures, phasing requirements to maintain 24/7 facility operations, and infection control protocols.
