About this file
This document is a consent letter template (Attachment III) for joint venture partners, subcontractors, or teaming partners to authorize the release of their past performance information to prime contractors during the source selection process for solicitation SPE603-25-R-0502.
The template is specifically for the DLA Energy procurement of Government Owned, Contractor Operated (GOCO) services at NAS Pensacola, FL. It explains that because prime contractors are considered private parties, the government requires written consent before disclosing any company's past performance information during discussions. The form includes fields for company name, address, and requires signature from an authorized representative who can legally bind the company. The sample letter is addressed to Ms. Smith and includes example text authorizing DLA to share past performance information with the prime contractor during source selection.

CONSENT LETTER
Joint Venture Partner/Subcontractor/Teaming Partner Consent Form for the Release of Present and Past Performance Information to the Prime Contractor.
Present and past performance information concerning a company cannot be disclosed to a private party without the company’s consent. Because a prime contractor is a private party, the Government will need that consent before disclosing joint venture partners’/subcontractors’/ teaming partners’ past performance information to the prime contractor during discussions. DLA Energy requests that the joint venture partners/major subcontractors/teaming partners identified in your proposal provide written consent for the Government to disclose their present and past performance information to the prime contractor. The completed consent forms should be submitted as part of your past performance information.
