About this file

This document is Attachment IV to Solicitation SPE603-26-R-0533, containing DLA Energy Quality Assurance Provisions (E-QAPS) applicable to contracts at Patrick Space Force Base, Florida. The attachment establishes supplemental quality assurance requirements for DLA Energy petroleum products and services contracts.

The provisions establish multiple quality control and inspection requirements. ENERGY QAP E1.01 requires contractors to provide reasonable facilities and assistance for government inspectors conducting on-site inspections and testing at no additional charge. ENERGY QAP E1.11-1 mandates contractors prepare a Quality Control Plan (QCP) in triplicate and English, detailing quality control procedures for receiving, blending, storage, handling, loading, shipping, calibration testing, quantity measurement, records, and corrective actions; the QCP must be reviewed semiannually and revised when inspection system changes occur. ENERGY QAP E18 specifies inspection and cleaning requirements for bulk petroleum storage tanks, including maintenance of historical tank data, cleaning frequencies based on tank type (aviation, ground, marine fuel storage tanks with intervals ranging from 4 to 8 years), sample testing at government expense, and contractor responsibility for alternate tankage during cleaning. ENERGY QAP E22 identifies geographic areas of inspection responsibility and corresponding DLA Energy office codes across the continental United States, Alaska, Hawaii, and international locations, with specific office contact information for quality managers. ENERGY QAP E28 establishes contractor inspection responsibilities for routine testing and sampling procedures including product appearance, gravity, flash point, water content, temperature, and electrical conductivity; sample retention requirements vary by shipment method (15 to 90 days). ENERGY QAP E29 covers initial on-station equipment inspection requirements and government inspection authority. ENERGY QAP E30.01 designates the Commanding Officer at the service location as the Quality Assurance Representative. ENERGY QAP E35 defines procedures for requesting deviations and waivers from contract specifications, including submission requirements, approval authorities, pricing adjustments, and repeated tender discouragement for nonconforming supplies.
