About this file

This is an Engineering Directive (ED-32) issued by the South Carolina Department of Transportation (SCDOT) establishing policy for lane closures on interstate and primary routes. The directive prohibits SCDOT forces and all contracted entities from installing lane closures or interfering with normal traffic operations on interstate highways when traffic volumes in remaining travel lanes exceed 1,200 vehicles per hour per lane per direction. On primary routes, lane closures are prohibited when traffic volumes exceed 800 vehicles per hour per lane per direction. The directive applies to all construction and maintenance activities and was effective as of April 22, 2015, following three prior revisions since its initial issuance on February 24, 2006.

Exceptions to these lane closure restrictions may be granted through written approval from the Deputy Secretary of Engineering, the Chief Engineer for Design and Traffic Engineering, or the Chief Engineer for Operations when extenuating circumstances exist. This directive establishes mandatory operational requirements for all contractors performing work on SCDOT roadways and serves to protect public traffic flow and minimize unnecessary delays during construction and maintenance operations. The directive was approved by Christy A. Hall, Deputy Secretary for Engineering, and is maintained by the Director of Traffic Engineering as the lead authority.

South Carolina Department of Transportation

Engineering Directive

Directive Number: ED-32 Effective: April 22, 2015

Subject: Hourly Restrictions for Lane Closures on Interstate and

Primary Routes

References: None

Purpose: Provide Direction on Lane Closure Prohibitions

This Directive Applies to: All Employees

It is the purpose of this directive to define the policy for allowing lane closures on the interstate system and primary routes to ensure that the motoring public does not experience unnecessary delays due to construction and maintenance activities.

All South Carolina Department of Transportation (SCDOT) forces and all entities contracted by SCDOT will not install lane closures or interfere with or impact normal traffic operations on the interstate system during those times of the day when traffic volumes in the travel lanes remaining open to traffic exceed 1,200 vehicles per hour per lane per direction.

Also, all SCDOT forces and all entities contracted by SCDOT will not install lane closures or interfere with or impact normal traffic operations on primary routes during those times of the day when the traffic volumes in the travel lanes remaining open to traffic exceed 800 vehicles per hour per lane per direction.

If extenuating circumstances exist that require a waiver of these lane closure restrictions, written approval from the Deputy Secretary of Engineering, the Chief Engineer for Design and Traffic Engineering, or the Chief Engineer for Operations is required.
