About this file

This is Amendment Three to a solicitation issued by the South Carolina Department of Transportation (SCDOT) for mechanical sweeping services in Anderson County. The solicitation requests sweeping and large debris removal services along 287,517 linear feet of the I-85 corridor, including mainline lanes, ramps, barrier walls, bridges, overpasses, curbs, and gutters. Large debris removal encompasses tire treads, auto body parts, animal remains, trash, and other items, with debris to be disposed of in accordance with applicable specifications. The pre-bid conference was held on January 7, 2019 at 10:00 AM at 4740 Liberty Highway, Anderson, SC 29621. Questions from offerors were due by January 9, 2020 at 2:30 PM. The initial offer submission deadline was February 4, 2020 at 2:30 PM, with award posting scheduled for February 10, 2020. The contract term is one year with SCDOT retaining the option to renew for two additional one-year periods. Work is to be performed on a monthly sweeping cycle basis at the same time as debris removal operations.

Pricing is calculated by linear feet of swept area, with separate line items for large debris removal in Years 1, 2, and 3. No bid or performance bonds are required, and there are no mandatory minority participation requirements. The solicitation requires vendors to submit either a Department of Labor, Licensing & Regulation (LLR) number or certificate with their offer as a mandatory minimum qualification. All disposal tickets must be submitted monthly with invoices as proof of proper waste disposal; payment will not be made without these tickets. SCDOT's maintenance forces continue to remove dead animals along the outside shoulders of I-85, while contractors are responsible for removing dead animals in median barrier wall areas. Water or dust suppression measures are considered incidental to the work and are not paid separately. There is no active incumbent contract, and no annual price adjustments are provided upon contract renewal, requiring bidders to price accordingly for Years 2 and 3.
