About this file
This is a Conflict of Interest Affidavit for the State of Maryland related to an Event Management Platform SaaS procurement for the Maryland Center for School Safety (MCSS). The affidavit requires all offerors, contractors, consultants, and subcontractors to warrant that no conflicts of interest exist that would impair their ability to render impartial assistance or advice to the State, or that would provide them with unfair competitive advantage. Offerors must disclose any relevant facts or circumstances that could give rise to actual or potential conflicts of interest, including relationships with other persons or entities that might compromise objectivity in performing contract work. The affidavit must be completed and submitted with all bid or proposal submissions, and affiant must declare under penalty of perjury that all information provided is true and correct to the best of their knowledge, information, and belief.
Any actual or potential conflict of interest that arises after execution of the affidavit must be immediately disclosed in writing to the procurement officer, along with a detailed description of actions taken or proposed to avoid, mitigate, or neutralize the conflict. If the contract has already been awarded and performance has commenced, the contractor must continue performance until receiving contrary instructions from the procurement officer. This affidavit references COMAR 21.05.08.08 and COMAR 21.01.02.01B(64) for definitions and regulatory authority governing conflict of interest determinations in State of Maryland procurements.
