About this file

This is an Amendment #1 Cost Proposal form for a Request for Proposals issued by the State of South Carolina (Solicitation Number 5400028525) for Rescue & Public Protection Equipment. The solicitation encompasses four equipment categories: Rescue Equipment, Hazmat Equipment, Intervention Equipment, and Decontamination Equipment. Offerors must complete all required sections of the cost proposal form, which is structured across multiple tabs including the Number of Proposed Categories, Market Basket Evaluation, Discount % Off Evaluation, and Volume Discount Evaluation. Within the Market Basket Evaluation section, offerors must provide pricing for specific equipment line items within each category, with representative brands and models provided as quality and functionality benchmarks rather than mandatory selections. Offerors are required to indicate which categories they are seeking award in, and failure to submit complete cost proposals for each selected category may result in proposal disqualification for that category.

The cost proposal requires offerors to submit List Price, Minimum Discount percentage off, and Extended Price for market basket items, as well as separate discount structures for percentage-off and volume discount evaluations. All costs must be inclusive of fees and charges, including shipping, delivery, credit card payments, and personnel costs. Offerors may propose either a single percentage discount applicable to an entire category or submit different discounts for different brands, models, or sizes with items listed separately. Volume discount structures must specify minimum quantities required to qualify for stated discounts. The Lead State reserves the right to conduct an independent reasonableness review and reject proposals in whole or in part regardless of cost proposal evaluation results. Deviation from the specified format and structure of the cost proposal may result in a proposal being deemed non-responsive.
