About this file
This document is a Price Schedule Form for a renovation project at Naval Air Station Oceana Dam Neck Annex. The project involves renovating Rooms 216-218 in Building 355, with a base price for construction and an optional line item for Furniture, Fixtures, and Equipment (FF&E). The base contract (CLIN 0001) covers the entire construction work, while the optional CLIN 0002 includes FF&E with a government-estimated price of $160,267.62. Contractors are limited to those in MACC Group ID: ML-C00081.
Key pricing terms include a Handling and Administration Rate (HAR) not to exceed 5% for FF&E, which covers administrative costs, overhead, bonding, and profit. The government may evaluate and potentially award the option, but is not obligated to do so. The FF&E option, if awarded, must be at least six months before the contract completion date. Bonding is required for the base contract, with additional bonding needed if the FF&E option is exercised. The award will be based on the total price of the base contract (CLIN 0001).

1.1 GENERAL BID NOTES
a. Award will be made on the Total Price sum of Contract Line Item Number (CLIN) 0001.
b. Evaluation of Options (JUL 1990). Except when it is determined in accordance with FAR 17.206(b) Evaluation not to be in the Government's best interest, the Government will evaluate offers for award purposes by adding the price for the Option(s) to the total price for CLIN 0001. In accordance with FAR 52.217-5 Evaluation of Options, evaluation of options will not obligate the Government to exercise the Option(s).
c. The Government may reject an offer as nonresponsive if it is materially unbalanced as to prices for the basic requirement and the option quantities. An offer is unbalanced when it is based on prices significantly less than cost for some work and prices which are significantly overstated for other work.
d. Bonding is required for all CLIN 0001 items. If CLIN 0002 is exercised, additional bonding and consent of surety is required. Consequently, the Performance Bond must reflect 100 percent of the aggregate amount of all Items.
e. Failure to enter a price for any CLIN will result in a proposal being rejected.
1.2 BID NOTES FOR CLIN 0002, OPTION ITEM 1 – (FF&E)
a. The estimated amount for FF&E has been supplied by the Government, to provide offerors with the projected magnitude of effort. The estimated amount includes the actual cost of the FF&E including freight and installation charges. The Government FF&E Estimate is only an estimated amount.
b. If awarded, line items will be funded separately after completion of FF&E design package review by the Government, and receipt of appropriate funding by the Government. Requirements and details are provided in the contract documents.
c. Bonding
i. No Bonding for FF&E at Time of Construction Contract Award
FAR 28.102-1(a) requires that performance and payment bonds be included in all construction contracts exceeding the SAT, except under the conditions listed. Since the FF&E Option Item is not part of the original contract award, the Construction Contractor must not be required to secure bond for the FF&E at the time the basic contract is awarded.
ii. Additional Bond at FF&E Option Item Award
FAR 28.102-2(d) requires the Government to secure additional bond from the Construction Contractor for any contract price increases. Therefore, an increase to the original contract bond is required at the time of the FF&E Option Item award, to protect the Government against the Construction Contractor not providing FF&E ordered and to ensure that the FF&E vendor(s) receive payment if the Construction Contractor goes out of business. The increased cost of the bond must come from the FF&E funding source and is not a part of the Construction Contractor’s HAR.
iii. Bonds Required by the Construction Contractor
If the Construction Contractor requires bonding from the FF&E subcontractor(s), the cost must be covered in the Construction Contractor’s HAR.
d. Offerors may propose a Handling and Administration Rate (HAR) for the FF&E not to exceed 5 percent. This fee will account for all administrative costs, overhead, bonding fees, administration of subcontracts, profit, and any other costs associated with and related to the coordination and processing of the procurement and installation of FF&E. The proposed HAR percentage will be incorporated into the contract award and will not be adjusted regardless of fluctuations from the estimate amount for the FF&E. The proposed HAR is a fixed rate.
e. The Government is not obligated to award the Option line item(s). Should the Government choose to award the FFE, the line item will be awarded as a negotiated option to the contract/task order. The Contractor's proposed HAR will be applied to all vendor/supplier costs for the FF&E.
f. If awarded, the FF&E modification(s) will be awarded at least six months prior to the contract completion date. A minimum of six months is required for the Contractor to purchase, deliver and install the FF&E a without impacting the overall completion date of the project. The Contractor's schedule must assume the award of the FF&E as an option. No schedule extensions will be granted if the option is awarded at least six months prior to the contract completion date. If the Government decides to negotiate and award the furniture modification with less than six months prior to the contact completion date, the Contractor may be entitled to a contract extension and extended field overhead. A contract extension and extended field overhead will only be granted in those cases where the Contractor demonstrates that an accepted Final FF&E and packages were submitted within the approved schedule deadlines and sufficient lead time for the FF&E and is not available and the Government's award of the option is in the last six months of the contract.
