About this file

This document is a Commonwealth's response to vendor written questions for RFP 758 2400000459, addressing technical and compliance requirements for a driver licensing system modernization project. The RFP seeks a modernized integrated driver licensing solution to replace legacy mainframe systems, with requirements for reporting capabilities, data sharing/extract functionality with internal and external entities, and cloud hosting infrastructure. The vendor must demonstrate experience as a prime contractor on at least five modernized integrated driver licensing systems implemented in AAMVA jurisdictions that were completed in less than 20 months within the past ten years, with at least three projects including integrations with Idemia for image capture, back-office, facial recognition, and credential printing services. The Commonwealth indicated willingness to review the restrictive experience clause to potentially increase competition.

The Commonwealth clarified that CJIS Security Policy compliance is not required for this solution, though FedRAMP Moderate level compliance is preferred for the cloud environment hosting. The Commonwealth specified that vendors should meet reporting and data sharing requirements without a mandate to build a specific data lake architecture, allowing flexibility in technical implementation approaches. These responses indicate the Commonwealth's intent to balance security and modernization objectives while remaining open to vendor input on requirements that may limit competitive participation.

These five projects must be a modernization from a mainframe legacy system to a modernized solution. At least three of the five projects must include integrations with Idemia for image capture, back-office, facial recognition, and credential printing. The modernization solution must be successfully deployed, fully functional, within budget and currently in operation.”Page 9This clause is very restrictive and may lead to minimal competition.
