About this file
This is a Mandatory Requirements Checklist for RFP 758 2400000459, a driver licensing system modernization initiative involving an AAMVA jurisdiction (Kentucky). The project requires replacement of the Kentucky Driver Licensing Information System (KDLIS) mainframe functionality with a modernized solution. The modernization effort must be completed within 18 months of contract award and must encompass all existing system interfaces, FTP data transfers, AAMVA interfaces, idFabric for mobile identification functionality with Idemia, and federal mandates including State-to-State Driving History Record exchange, FMCSA requirements, Drug and Alcohol Clearinghouse integration, and National Registry of Certified Medical Examiners. The modernized solution must maintain continuous federal compliance throughout the contract term and incorporate any new state legislative requirements.
To be deemed responsive, vendors must demonstrate prime vendor experience with at least five modernized integrated driver licensing systems in production within AAMVA jurisdictions that were completed in less than 24 months and implemented within the past 12 years. Each of these five projects must represent a modernization from mainframe legacy systems to modernized solutions, with at least three including integrations with Idemia for image capture, back-office processing, facial recognition, and credential printing. All proposed systems must be successfully deployed, fully functional, completed within budget, and currently operational. Additional mandatory requirements include annual SOC2 reports and either AWS or Azure government cloud deployment, or alternatively, a commercial FedRAMP-certified or HITRUST Cloud platform. Proposals failing to meet any mandatory requirement shall be deemed non-responsive and ineligible for consideration.
