About this file

This is a Mandatory Requirements Checklist for RFP 758 2400000459, a driver licensing modernization project involving the state of Kansas and AAMVA (American Association of Motor Vehicle Administrators) jurisdictions. The project seeks a prime vendor to replace the existing KDLIS mainframe system with a modernized solution that encompasses all legacy system functionality, interfaces, FTP data transfers, AAMVA interfaces, and idFabric mID functionality with Idemia integration. The modernization must be completed within 18 months of contract award and must include integrations with Idemia for image capture, back-office operations, facial recognition, and credential printing. The solution must also incorporate compliance with federal mandates including State-to-State Driving History Records, FMSCA requirements, the Exclusive Electric Exchange, Drug and Alcohol Clearinghouse, and the National Registry of Certified Medical Examiners.

Vendors must demonstrate relevant experience by providing evidence of at least five modernized integrated driver licensing systems implemented as prime vendor in AAMVA jurisdictions within the past 10 years, each completed in less than 20 months and modernized from mainframe legacy systems. At minimum, three of the five reference projects must include Idemia integrations. All mandatory requirements must be met without exception for a proposal to be deemed responsive, and vendors must confirm compliance by responding affirmatively to each requirement on Attachment F, which must be submitted with the Technical Proposal. The modernized solution must maintain continuous federal compliance throughout the contract term, be updated for state legislative changes, and provide annual SOC2 reports for security validation.
