About this file

This is a Statement of Work (SOW) redline document for the Oregon Military Department's solicitation for habitat restoration and enhancement services at the U.S. Navy Boardman Bombing Range in Morrow County, Oregon, issued under Intermediate Request for Proposals (W912JV26C3001). The project encompasses three priority phases: Priority 1 includes cryptogamic soil crust salvage and storage on up to 30 acres of disturbed construction areas with revegetation of approximately 14 acres using approved native perennial grass seed mixes; Priority 2 consists of habitat enhancement across 112 acres (Area 1) and additional unspecified acreage (Area 2) utilizing native shrub and bunchgrass species to restore degraded sagebrush habitat; and Priority 3 provides optional per-acre habitat enhancement work subject to available funding. Key deliverables include submission of a Final Work Plan and Schedule within 30 days of award, attendance at a project kick-off meeting within 14 business days of award, quarterly progress reports, and a final completion report documenting achievement of success criteria. The virtual pre-offer conference was held on March 19, 2026 at 10:00 AM PT, with a deadline for questions and clarifications on March 27, 2026 at 2:00 PM PT; proposals were due April 7, 2026 at 2:00 PM PT, with award notice estimated for April 13, 2026. The contract term extends through June 30, 2031 to allow sufficient time for implementation and monitoring with contract execution estimated for late April 2026.

Success criteria require achieving 80 percent uniform bunchgrass coverage within three years, increasing native shrub density to one seedling per square meter, and annual detection and control of noxious weeds for a minimum of three years following restoration. Pricing structure requires lump sum pricing for Priorities 1 and 2 work and unit pricing on a per-acre basis for optional Priority 3 work, with all costs including labor, materials, equipment, supervision, mobilization, overhead, profit, and incidentals. No set-aside designations apply; however, the State of Oregon encourages small business participation certified by the Oregon Certification Office for Business Inclusion and Diversity (COBID), with potential subcontracting opportunities available. Offerors must possess current Oregon Public Pesticide Applicator Licenses for rangeland applications, provide at least three references from similar projects completed within the last five years, submit proof of insurance prior to contract execution, and demonstrate legal authorization to conduct business in Oregon. Evaluation criteria are weighted as follows: Technical Approach and Methodology (40 percent), Experience and Qualifications (30 percent), References (10 percent), and Cost/Pricing (20 percent), with award made to the responsible offeror whose proposal is most advantageous to the State.
