About this file

This Addendum 1 to Request for Proposals W912JV26C3001 is issued by the Oregon Military Department, Joint Force Headquarters, Oregon National Guard Installations Division, clarifying requirements for the Boardman Washington Ground Squirrel Habitat Restoration project in Morrow County, Oregon. The addendum, dated March 19, 2026, addresses questions raised during the pre-offer conference held on the same date and provides pricing assumptions and technical clarifications for proposal evaluation. For pricing purposes, offerors shall assume Phase 1 encompasses up to 14 acres of soil crust salvage and restoration, Phase 2 includes full treatment of 112 acres for habitat enhancement, and Phase 3 consists of optional per-acre work subject to available funding and agency discretion. Key clarifications specify that offerors must survey a 30-acre disturbance area to identify salvageable soil crust (quantity unknown and potentially less than 14 acres), provide their own storage facilities to maintain soil crust viability, and implement both soil crust inoculation and native grass seeding as complementary restoration components. The addendum confirms that Phase 2 field verification will refine actual work quantities during contract performance and that achieving 80 percent bunchgrass cover within three years remains a non-negotiable success criterion established by regulatory requirements. The deadline for submitting written questions is March 27, 2026 at 2:00 PM Pacific Time, with responses to be issued via subsequent addendum.

The addendum permits offerors to propose alternative methods and deviations from referenced plans provided such proposals are supported by justification and best available science. All offerors must acknowledge receipt of this addendum and confirm their understanding of the clarifications prior to proposal submission. A recording of the pre-offer conference is available for informational purposes, though the solicitation documents and written addenda take precedence in the event of any inconsistencies. The addendum does not modify the scope of work or core requirements of the original RFP except as expressly stated within the document.
