1.0 Scope of Work/Mission. The following paragraphs describe the general Scope of the Performance Work Statement.

1.1 General. Military Sealift Command (MSC) requests a U.S. flagged, Jones Act vessel which will function as a Maritime Support Vessel (MSV) supporting various size craft operated by the Sponsor and our Partner Nations. The vessel will support 29 Sponsor personnel with the ability to surge to 44 Sponsor personnel for a maximum of 30 days without re-supply. Sponsor personnel are defined as U.S. Government personnel, U.S. Contractors, and Partner Nation personnel. The vessel will also provide a capability to launch and recover, refuel and reprovision, and assist with limited maintenance for small boats. In addition, the vessel will provide equipment stowage, messing, berthing, laundry, administrative/operational space, maintenance space, emergency towing and logistics services in support operations. The support vessel facilities are to be available for both day and night time operations. The Contractor shall operate all equipment necessary for small boat operations.

1.2 Operational support. Services shall include, but are not limited to, the following:

a. Day and Night small boat launch and recovery operations shall be made available to support two small boats of varying hull designs, weights, widths, and lengths up to and including a 44’ long, 12’ wide, 35,000 lbs. Safeboat Coastal Intercept vessel. The Government will not provide any personnel needed to execute the Contractor boat launch capability. The Contractor shall ensure they can quickly and effectively launch and recover small boats in conditions up to Sea State 3, from a stern elevator.

b. Mooring/Line handling of Partner Nation vessels being brought aboard or moored alongside.

c. Refueling partner nation small boats onboard.

d. Logistics support (i.e. messing, berthing, laundry, and communications).

e. Other services described herein.

1.2.1 Certifications.

The vessel shall be inspected or certified by the United States Coast Guard (USCG) under 46 C.F.R. Chapter I, Sub Chapter I. The vessel shall be delivered and maintained in accordance with ABS/USCG requirements and be in compliance with all current safety, health, and pollution regulations promulgated by appropriate authorities, including the latest applicable International Maritime Organization (IMO) regulations. The Contractor shall obtain and maintain the required launch and recovery certifications, as appropriate, for small boat and Unmanned Aircraft System (UAS) operations. The contractor shall obtain and maintain the required the endorsements or certifications as appropriate to undertake the refueling operations of small boats listed in section 2.3.2 and UAS.. MSC will not obtain National Defense Waiver (NDW) for any support requirements.

1.3 Endurance. The support vessel shall be capable of supporting at sea operations for 30 days without resupply. In addition, the support ship shall be able to operate up to and including Sea State 5 and conduct small boat operations in conditions up to and including Sea State 3.

1.3.1 Minimum range: 9,600 NM at 10 kts.

1.3.2 Minimum transit speed: 10kts. sustained.

1.3.3 Maximum draft: 15 feet

1.3.4 Fuel. The vessel shall be capable of receiving and storing various grades of fuel for propulsion, ships auxiliaries and delivery to vessels mentioned in section 1.2. Diesel fuel from ships services tanks, MOGAS via one (1) 7,000 gallon or two (2) 3,500 gallon storage tanks, and AVGAS via one (1) 300 gallon storage tank.

1.3.4.1 Provision of Fuel. The Government shall ordinarily supply or cause to be supplied any or all of the fuel required by the vessel during the period of this contract. The grade of such fuel is to be specified by the Contractor, and the grade supplied shall be at least that grade unless otherwise mutually agreed. The Contractor shall comply with applicable sections of the MSC Bunker Fuel Management (N0731-220.00-A) including the requirements in 3.9.4 and 3.16.2;

The Requisition and Invoice Shipping Document (DD 1149) or other supporting documentation shall be emailed to the MSC Fuel Mailbox at MSC_N8_Fuel2@us.navy.mil within 24 hours. A copy shall also be provided to the MSC Program Office (email address to be provided after award). This document shall be signed, and dated with the printed Name/title of the receiving official. The Receiving Official must review the delivery document (1149) with care to ensure that five blocks are filled in correctly. These are Block 3 – Ship To (must identify your vessel), Block 4.b – Federal stock number, description and coding (this states what product you received, usually DFM or JP5, and the Funding Code – always H9), block 4.d – Quantity Requested (quantity of fuel you received), Block 5 – requisition date (when you received fuel) and Block 6

– requisition number (vessel UIC will be the first 6 numbers). If any of these are incorrect notify the delivery ship and MSC Fuel Mailbox and Program Office within 24 hours. MSC must receive notification even if the delivery ship re-issues the DD1149.

1.3.4.2 Delivery of Bunkers. Upon delivery of the Vessel, the Contractor shall present to the Contracting Officer a statement certified by the Contractor or its authorized agent showing the amount and grade of fuel on board at the time of delivery with such additional verification as the Contracting Officer may require and the Government shall pay the Contractor for such fuel at the current market price at the port of delivery upon certification and verification of such statement by the Contracting Officer, except that for charters where the vessel receives no bunkers during the course of the charter, the Government shall reimburse Contractor for the amount of fuel used during the contract at the current market rate at delivery port at time of delivery. The Government shall pay for the on-hire bunker survey if performed by an independent surveyor and required by the Contracting Officer. The Contractor shall provide additional bunkers as may be required by the Government prior to the acceptance of the Vessel by the Government; and the Government shall reimburse the Contractor all costs directly connected with the bunkering of the additional fuel, including but not limited to lighterage, dockage and similar charges, and taxes related therewith.

1.4 Operational Control (OPCON). OPCON will be U.S. Navy South (USNAVSO).

1.5 Area of Operations. Operations are anticipated to be conducted in the Caribbean Sea and Eastern Pacific Ocean. It is intended for the vessel to be on station conducting independent operations in a remote environment.

1.5.1. Operating Scenario:

a. Schedule (OPTEMPO): 24 hours /day operations required for the Endurance Period.

b. Percent of time underway at transit speed of 7kts in operating area: 20%

c. Percent of time underway at transit speed 10kts (out of the operating area): 3%

d. Percent of time underway at transit speed of 2kts in operating area: 70%

e. Percent of time in port: 7%

1.5.2. Delivery/Redelivery:

a. Primary Delivery/Redelivery: Mayport, FL

b. Alternate Delivery/Redelivery: Key West, FL

1.5.3. Charter period: One (1) year firm period with three (3) one-year option periods and one

(1) 11-month option.

1.5.4. Layday: Vessel shall be delivered between the dates of 1 May – 1 Aug 2023. The Government may accept the vessel anytime it is presented in full compliance with the contract.

The Government may work concurrently with the Contractor to make government modifications at the same time the Contractor is making modifications; pending production schedule coordination and bilateral agreement. Contracting Officer acknowledgement of concurrent work and any associated schedule risks will be provided to all parties prior to the commencement of concurrent Government work.

1.6 MSV Manning.

1.6.1 Manning Plan. The Contractor shall submit a draft manning plan illustrating the crew level to meet all mission/Government requirements including crewing requirements mandated by USCG under 46 CFR 90 (Subchapter I) within five (5) days of award. A copy of their final plan shall be submitted within 30 days of award.

1.6.2 Personnel Contingency Plan. The Contractor shall develop a contingency plan adequate to ensure that there will be no interruption of operations and maintenance service due to labor disruption within the service provider's own labor force. The contingency plan shall also include a plan to address substitution of personnel when qualified/trained personnel are not available due to leave, sickness, death, etc. The Contractor shall submit the plan to the Contracting Officer thirty (30) calendar days after contract award.

1.7 Communications. The vessel shall meet all regulatory communication requirements for a vessel of its class and size. Contractor shall provide broadband internet services to support vessel and planned military operation bandwidth requirements of 30 mbps or higher up/down speed continuously for 24 hrs/day and 7 days/week. Required coverage will be from the Central American coast line to 5 degrees South Latitude and from the Colombian and Ecuadorian Eastern Pacific coastline to west of the Galapagos islands.

1.8 Government Work Spaces. The Contractor shall provide the following work spaces:

1.8.1 Operations Center Requirements (U.S. Personnel). The Contractor shall furnish a dedicated and lockable planning conference room (certified for SECRET, NOFORN and below data, operations and communications, built to ICD 705 standards) with a minimum of 15 desk/laptop workstations (provided by the Contractor). There shall be space and outlets provided nearby for two (2) Contractor supplied color printers and two (2) laser printers that shall be located in separate ends of the room. The space shall include tables, chairs, and multiple power outlets/strips to support computer and data display equipment:

- The Contractor shall provide a minimum of 12 electrical circuits to provide a single gang outlet and power strip with six (6) 110vac plugs per desk, plugs for printers described above;

- TV Mount height outlets sufficient to power five (5) Contractor provided 55” or greater TV screens. These screens will be installed by the Contractor on a full bulkhead at the front of the Operations Center, with an 18-in shelf for display computers. A 6-outlet power strip shall be installed beneath the shelf to power display computers. All displays shall be HDMI capable and will be routed through a Contractor provided HDMI switch.

- Contractor provided Electrical Optical/Infrared Optical (EO/IO) camera feeds from the flight deck, bow, stern, etc., will be centrally located/terminated to a Contractor provided switching system in the Operations Center (for display on large screens).

- Contractor shall provide cable run for ship’s radar feed to be centrally located/terminated to a Contractor provided switching system in the Operations Center (for display on large screen TV)

- Contractor shall provide cable run for Air Surveillance Radar (ASR) feed to be terminated to a Contractor provided display system in the Operations Center.

- Contractor shall ensure lighting is available to switch to red/blue light to support day/night operations.

- Contractor shall ensure adequate cooling with a maximum temperature of 80 degrees F.

- The Contractor shall ensure all cable runs from spaces to antenna platforms are less than 150 feet.

- The Operations Center shall have a single entry hatch secured by combination lock as per classified storage requirements.

- The Contractor shall convert any additional entryways to emergency exits only.

- External windows to the space with adjacent passageways shall be blacked out.

- All modifications shall be in accordance with applicable instructions and regulations for classified Operations Centers.

- Contractor shall secure the Gov’t safe to the deck.

1.8.2 Partner Nation Operations Center (PNOC) Room Requirements. The Contractor shall provide a Partner Nation Operations Center (PNOC). This space will be used for planning PN missions, command and control of PN assets, post mission debriefs, crew rest and resupply, and interoperability coordination. Specific requirements for the PNOC are as follows:

- The Contractor shall furnish a dedicated and lockable Partner Nation Operations Center (Unclassified) with two (2) tables/desks and four (4) chairs with space to accommodate two (2) Contractor provided laptop computers per table for a total of four (4) workstations.

- There shall be space and outlets provided nearby for two (2) Contractor provided printers that shall be located in separate ends of the room.

- An adequate number of 110vac outlets will be provided for workstations, printers, and other accessories to include charging stations for portable radios, cell phones and mobile devices.

- Contractor shall provide two power strips with six (6) or more 110vac plugs per table/desk and extension cords/plugs for printers described above.

- TV Mount height outlets sufficient to power two (2) Contractor provided 48” or greater TV screens. These screens will be installed by the Contractor on a full bulkhead at the front of the Partner Nation Operations Center, with an 18-in shelf for display computers.

A 6-outlet power strip shall be installed beneath the shelf to power display computers.

All displays shall be HDMI capable and will be routed through a Contractor provided HDMI switch.

- Contractor shall provide cable run for ship’s radar feed to be centrally located/terminated to a Contractor provided switching system in the Partner Nation Operations Center (for display on large screen TV)

- Contractor shall ensure lighting is available to switch to red/blue light to support day/night crew rest while allowing for operations.

- The Contractor shall ensure a minimum of four (4) LMR-400 cables are run from the PNOC space up to the highest point where secure mounting of GFE VHF/UHF/HF and SATCOM antennas is possible. Cables will be unterminated with at least 50 additional working feet on antenna mounting points and 25 additional working feet in the PNOC space. These cables will be connected by the Government to GFE VHF/UHF/HF and SATCOM radios as required.

- External windows to the space with adjacent passageways shall be blacked out.

- The PNOC space shall be integral with or within easy access to an additional Partner Nation berthing space, capable of housing up to 8 personnel. Beds and personal storage space shall be permanently secured to the deck to ensure readiness for sea. These bunks will be used by Partner Nation Interceptor Boat crews for rest and overnight berthing. If berthing is within the PNOC space, adequate separation curtains or bulkheads will be provided.

- The Contractor shall provide seating and relaxation furnishings to include sofa(s), end tables and comfortable chairs for use by Partner Nation crews during rest periods.

- The PNOC shall be able to be segregated from the rest of the crew berthing or operations areas in the event of contamination, illness, or special circumstances.

- The PNOC shall have access to a private restroom/shower/head facility.

- Contractor shall provide additional stateroom berthing near the PNOC for Partner Nation senior staff serving as the Partner Nation Liaison Officer (LNO). Request minimum of three (3) person stateroom with access to Partner Nation restroom/head facilities and shower.

- Contractor shall ensure adequate cooling with a maximum temperature of 80 degrees F.

1.8.3 Communications Room Requirements. The Contractor shall furnish a dedicated and secure communications room operating at the Secret and below level (built to ICD 705 standards) with the following Contractor furnished equipment (Note: If space is not available this can be accomplished in the Operations Center vice a separate dedicated Communications Room):

- 4 server racks

- 2 CATVI patch panels

- 2 desks

- (6) 30A circuits

- (6) 20A circuits

- Contractor will ensure adequate cooling with a maximum temperature of 80 degrees F.

- All cable runs and antenna feeds terminate in the Communications Room with a corresponding cable run to the Operations Center.

1.8.4 Physical Training/Exercise Space. Contractor provide physical training equipment, storage and workout space for a minimum of five (5) personnel at a time. Sponsor desires:

- Provide 110 VAC Service Outlets for the following:

• General Lighting (Contractor provided and installed)

• Two (2) large portable fans (Contractor provided) and adequate air conditioning

(Contractor provided)

• Outlets for TV/Radio or other devices

- Training equipment should include cardio and free weight options.

1.8.5 Unmanned Aircraft System (UAS)

1.8.5.1 UAS TEU Deck Space. Provide adequate deck space for two CFE-Provided UAS TEUs (Length: 20 ft x Width: 8 ft x Height: 8.5 ft measurement per TEU).

- Anchor TEU to deck space as required for USCG regulations.

- Provide 110 VAC, 50 Amp service for CFE-Provided UAS TEU (provided by UAS

Contractor).

- Install general lighting (UAS Contractor-provided).

- Install red/blue lighting for night time operations (UAS Contractor-provided).

- Install required alarm annunciators per USCG regulations if not provided by the UAS

Contractor.

- Install smoke detectors if not provided by the UAS. Contractor.

1.8.5.2 UAS Launch & Recovery Operations Space. Provide a flat and open space clear of nearby obstructions with a minimum of 41 feet beam by 49 feet fore/aft dimension space. UAS launch and recovery operations require 110 VAC electrical power:

- Install one (1) duplex outlet on the port side of the flight deck and one (1) duplex outlet on the starboard side for a total of four (4) receptacles/outlets to support the UAS launch and recovery operations.

- The outlets shall provide 110/120 VAC, 60 Hz, single phase.

- The total current/amperage required for all 4 receptacles/outlets is 15A.

1.8.6 Armory

1.8.6.1 Weapons Storage and Maintenance Workspace. Provide minimum of 10’ x 16’ or 160 sq ft storage and workspace for military small arms per regulation and policy.

- Ensure adequate and required alarms, monitors and locks are provided.

- Install general lighting (Contractor provided) and 110V/60Hz AC power outlets in workshop area.

- Provide hazardous material locker for cleaning materials and waste.

1.8.6.2 Ordnance Storage Space. The Government will provide one (1) GFE Ready Service Locker (RSL). The exterior dimensions of the locker are 11' x 9' x 9' (LWH). The RSL may be stored on an internal deck or an external deck. The RSL shall be secured to the deck with sufficient restraint to accommodate all vessel motions. The RSL shall be installed to allow the doors to swing open freely and not be visible to outside observers. The Contractor shall provide110v/60HZ/20A power and potable or fresh water for the RSL. Minimum flow rate required is 28.8 gpm. If the RSL is stored on an internal deck of the vessel, the Contractor shall install appropriate lighting, fire suppression, and alarm systems and must conform to NAVSEA OP 4 and OPNAVINST 5530.13c requirements.

1.8.7 Medical Space. The Contractor shall provide one dedicated medical space with a minimum of one bed and one exam table, hot and cold water sink, eight electrical outlets, a safe, refrigerator, and storage cabinets. The Contractor shall provide brackets to mount two (2) GFE oxygen bottles near the head of the exam table, install GFE surgical lights, and GFE litter stanchions/brackets. The Contractor shall ensure the medical space doors allow easy litter access.

1.8.7.1 Automated External Defibrillator (AED). The Contractor shall provide a minimum of one Automated External Defibrillator (AED) unit. All AEDs shall be FDA approved and be suitable for shipboard use. The Vessel's Medical Officer shall be trained to operate and maintain the AED. The Contractor shall provide sufficient AEDs, stored in a location ready for use, to ensure that response time to shipboard medical emergencies does not exceed five minutes from any location on the Vessel. AEDs shall be stored in a location that is accessible to trained rescuers.

1.9 Network Access/Cabling Requirements. The Contractor shall provide:

- (4) fiber runs from comms room to ops room

- (1) red CATVI patch panel in the comms room (minimum 20 patches)

- (1) green CATVI patch panel in the comms room (minimum 40 patches)

- Red CATVI cable runs to all Sponsor staterooms and medical space

- Green CATVI cable run to every Sponsor stateroom, lounge, OPS room, medical space, and mess

- Black CATV1 cable run to every Sponsor stateroom, lounge, OPS room, medical space, and mess or phone lines.

1.10 Antenna Installation. The Contractor shall provide space and power for mounting GFE provided antennas as close as possible to unobstructed line of sight for 360 degrees of azimuth and 90 degrees of elevation. Cableways shall allow watertight cable runs from comms space to antenna locations. The Contractor will provide adequate conduit either through the mast or down the mast to protect cabling from the elements. Required antenna mounting will be provided under a separate SOW based on subsequent vessel site survey. Typical antenna and cabling requirements will include Military SATCOM, Line of Sight (LOS) VHF/UHF, IFF, Iridium, GPS, tracking antennas for UASs, etc.

1.11 Air Surveillance Radar (ASR)/Antenna Installation

1.11.1 Air Surveillance Radar (ASR):

- The Contractor shall provide services to install the ASR The Contractor shall be responsible for all hot work (welding) Contractor shall provide a platform that has structural integrity that will guarantee support of 500 lbs. on top, and 70 lbs. on the side of the supporting structure under all sea state conditions. The center of mass for the equipment on top of the mast will be:

• X: + 1.22-INCHES

• Y: +3.16-INCHES

• Z: +11.25-INCHES

• ORIGIN: BASE PLATE ADAPTER, BOTTOM-CENTER

• +Y-AXIS: ALONG SCANNER END CAPS TOWARD ACTUATOR

The platform shall reside at the highest level possible along centerline of ship and be 96-inches away from any bulkhead or blocking wall.

The platform shall have a minimum height of 60.25-inches, with a top plate diameter of at least 16-inches. The top plate shall accommodate drilling of eight (8) 0.397” holes on an 11-inch diameter pattern to support use of eight (8) 3/8x16 bolts.

- The ASR cabling will be fed to the Operations Center.

- The Contractor shall ensure that the ASR display in the Operations Center be provided two (2) of its own 120VAC-30A circuits, with L5-30R receptacle outlet boxes that have a metal cover and are located near the rack. Circuit connections shall be traceable to supply panel box.

- The Contractor shall provide all-weather, liquid tight flexible nonmetallic conduit. Only one (1) of each cable run type shall be run in a single conduit from the mast to the Operations Center.

- Flexible/ UV stable conduit shall be used for all exposed cabling from the egress location in the ship deck to within 18-inches of termination on the top side. The flexible conduit shall maintain its all-weather liquid tight condition when mated to the rigid studs or conduit that penetrates the ship decking.

- Conduit shall be secured to the port or starboard side of the platform.

- The Contractor shall ensure that cable pathways from the top of the ASR platform to the rack are less than 94-ft. in total length.

- The Contractor shall confirm and provide the following formats from the ship’s

Navigation and AIS systems:

Global Positioning System (GPS)

• PROTOCOL: NEMA-0183

• MESSAGES: GPGGA (POSITION) GZDA (TIME)

• UPDATE RATE: 1 Hz or GREATER

• FORMAT: ETHERNET (THROUGH MOXA SERIAL SERVER)

• BAUD: UP TO 115200

Navigation (NAV)

• PROTOCOL: NEMA-0183

• MESSAGES: GPHDT (HEADING)

• UPDATE RATE: 10 Hz or GREATER

• FORMAT: ETHERNET (THROUGH MOXA SERIAL SERVER)

• BAUD: UP TO 115200

Automatic Identification System (AIS)

• PROTOCOL: NEMA-0183

• FORMAT: ETHERNET (THROUGH MOXA SERIAL SERVER)

• BAUD: UP TO 115200

- The Contractor shall install the government-provided monitor, and route the three (3) government-provided HDMI cables from the pilot house to the Operations Center.

- The Contractor shall assist ASR installation personnel with the install of the Offset Adapter followed by the Leveler Assembly followed by the Scanner followed by the Antenna on top of the platform described above.

- The Contractor shall install the Equipment Plate 36-inches from the top deck of the ship with the longest dimension (X-axis) parallel to the height of the platform. The platform shall accommodate mounting of the Equipment Plates 6x 0.266" rectangular bolt pattern with the 2x center holes spaced 15-inches from the bottom 2x holes and the 2x upper holes spaced 32.5-inches from the bottom 2x holes.

- The Contractor shall run the following cables from the Equipment Plate to the rack described above on a pathway less than 94-ft. The cables shall have at least 12-inches of slack at the Equipment Plate and 60-inches of slack at the rack:

- The Contractor shall run COMTRAN 36004, ETHERNET for all below deck runs including runs from the serial servers for the GPS, NAV, and AIS systems to the rack described above.

- The Contractor shall install the monitor in the Pilot House, and run the HDMI cables from the Pilot House to the Operations Center. Include the inline amplifiers (CFE) between each HDMI cable and make sure that there is enough slack in Operations Center to accommodate any operator position.

- The Contractor shall provide crane and scaffolding services for installing the antenna on the platform described above.

- The Contractor shall assist in attaching cable connectors, drilling holes, hot work, and assist with testing the system as needed.

- The Contractor shall mount the government provided ADS-B receiver and antenna, along with any other necessary components, on the platform described above or in the Operations Center or in an equipment closet as designated by the Government technical team. Commercial best-practices shall be used for mounting.

- The Contractor shall install 100-ft. of the applicable ADS-B cable (CFE) to connect the ADS-B to the ASR system. The Contractor shall run the cable to the rack described, using the same conduit, pathways, and methods described in other sections of this SOW.

1.12 Unmanned Aircraft Systems (UAS)

- Assist the government or UAS Contractor with the siting and installation of two (2) directional and two (2) omnidirectional antennas on a mast or yardarm.

- Two (2) directional antennas are to be installed on pedestals on the top of the pilot house or higher deck area.

- Electrical Power:

Contractor shall install six power 120V AC power outlets.

• Four (4) outlets on the mast yardarm

• Two (2) outlets to service the pedestal-mounted, directional antennas on top of the pilot house or higher deck area.

Contractor shall install two separate 120V/15A circuits to the mast-installed antennas.

• Circuit “#1” shall be installed to the “port” directional/tracking antennas on the highest and lowest yardarms.

• Circuit “#2” shall be installed to the starboard antennas on the highest and lowest yard arms.

Contractor shall conduct a final confirmation with the UAS Subcontractor regarding which outlets shall go on which circuit prior to final installation.

- Ethernet Cables: Contractor shall run 10 ethernet cables from the Comm/Server Room to the following locations:

One to each directional antenna mounted on the mast or the top of the pilot house for a total of 4 cables One spare cable to the top yardarm One spare cable to middle yardarm Four Ethernet Cable Runs to a four (4) foot by four (4) foot open space free of obstructions for launching the UAS.

Install one (1) duplex outlet on the each side of the UAS launch space and one (1) duplex outlet on the starboard side of the flight deck for a total of four (4) receptacles/outlets.

The outlets shall provide 110/120 VAC, 60 Hz, single phase.

The total current/amperage required for all 4 receptacles/outlets is 15A.

1.12.1 UAS Launch and Recovery Certifications. The Contractor shall obtain and maintain the required certifications to ensure vessel is USCG compliance for UAS Launch and Recovery.

The Contractor shall submit their most recent Certificate of Inspection (COI) 15 days prior to delivery of ship.

1.13 Physical Security. The Contractor shall coordinate with Government to establish and maintain minimum anti-terrorism/force protection (AT/FP) requirements. The Master is responsible for the safety and security of his ship and crew and shall ensure that appropriate members of his crew receive adequate shipboard and, when required, formal training to carry out these requirements. The Contractor crew members are prohibited from having privately owned weapons/ammunitions on board. In coordination with the Master, the Sponsor will provide force protection while the vessel is underway and in foreign ports.

1.13.1 Alarm/Intrusion Detection System. The Contractor shall provide visual and audible alarm protection to the Operations Center, Communication Room, Medical and RSL. Installation shall consist of sensors connected at each door of the Operations and Communication Centers and attached spaces. The Contractor shall provide a remote alarm monitoring station that shall be located within the Communications Center with a back-up system for the RSL located on bridge.

1.13.2 Security Locks. The Contractor shall install security locks on all Government work spaces and storage containers per applicable government regulation and policies.

1.14 Security Cameras. The Contractor shall provide and install infrared security cameras on the main decks and boat launch area or elevator.

1.15 Ship Clearances. The Government will secure diplomatic clearances and operational area clearances when and where required.

1.16 Personnel.

a) Contractor Personnel: If for any reason the Government is dissatisfied with the qualifications, conduct or performance of any person employed, the Contracting Officer will provide particulars to the Contractor who shall promptly and independently investigate and take immediate corrective action.

b) Operational Responsibilities: The Master of the vessel shall be responsible at all times for the safety of the vessel and all on board. The Master of the vessel shall be responsible for meeting overall schedule requirements. The Master of the vessel shall be under the direction of the Officer in Charge (OIC) with regards to the employment of the vessel to ensure mission success, but shall not be under orders as regards to safe navigation, care and custody of the vessel, and care and safety of equipment, gear, and persons onboard.

c) Functional Relationship: A healthy functional relationship between the Contractor personnel (officers and crew) and the Sponsor is extremely critical. It is essential that the Master and Sponsor appreciate their individual responsibilities and dependence upon each other for attainment of the overall objective. A cooperative partnership between the two entities must be maintained at all times. The attitude of the partnership developed between the two must extend to and be shared by all concerned. The Master and Government shall jointly prepare for all operations concerning the vessels. Serious allegations or incidents such as sexual harassment, sexual assault, and physical altercation between Contractor personnel and Sponsor personnel that affects the healthy functional relationship shall be reported to the MSC Program Office and Contracting Officer within 24 hours.

d) On-Board Sponsor Personnel: During operations there will be a maximum of 44 sponsor personnel on board. The Officer In Charge (OIC) will serve as the primary point of contact between the embarked Sponsor personnel and Contractor. The OIC is responsible for all Sponsor personnel embarked; logistics for all Sponsor personnel and equipment;

and working with the Contractor (Master) to develop mission plans and plans-of-the-day.

e) Irreconcilable Differences: Irreconcilable differences between shipboard personnel and the Sponsor personnel regarding operations or other matters arising under this charter shall be fully documented and reported, by letter, message, or E-mail as appropriate, to the Contracting Officer for resolution.

1.16.1 Vessel Crewing. All Contractor personnel are required to be U.S. citizens. The vessel will be crewed to safely and efficiently operate the vessel, operate deck equipment and small boat launch and recovery, and perform mission operations on a 24-hour basis as described herein.

Licensing, STCW endorsements, and documentation are required in accordance with USCG regulations as applicable to the vessel’s type, size, class, and service. The Master, officers, and crew shall possess valid and current licenses, certificates, and documents for the capacity in which each is employed (46 CFR 15.103(b)(2)). At all times while underway, the Contractor shall have at least one shipboard employee aboard who has USCG recognized first aid and CPR certification within the past 12 months.

1.16.1.1 Crew Transportation Costs. All transportation costs for crewmembers shall be to the Contractor’s account.

1.16.2 Contractor Facility Clearance. The Contractor shall possess a SECRET facilities clearance at time of proposal submission (See sections L and M for proposal instructions and award criteria), which shall be incorporated at contract award in the required DD 254 (See Attachment D). The Contractor shall comply with all administrative requirements, including the necessary investigative actions required by the Government to obtain a Government Facility clearance. The Contractor shall maintain a SECRET facility clearance throughout contract performance. It is the Contractor's responsibility to submit requests for security clearances in the proper format and in a timely manner in accordance with Defense Security Service (DSS) requirements. If the Contractor cannot obtain a facility clearance for whatever reason, the contract may be terminated for default.

1.16.3 Personnel Clearances. At a minimum, the Master, Chief Engineer, and Chief Mate shall hold a current SECRET clearance. Other crew members may also hold valid security clearances to allow for operation of the vessel and completion of the mission. The more personnel cleared, the better the support to the operational mission.

1.17 Sponsor Berthing Accommodations. The Contractor shall provide stateroom style berthing accommodations for up to forty-four (44) male and female sponsor personnel.

Curtained-off bunks are acceptable. Locking showers/heads shall be provided to ensure privacy in the event of “Jack and Jill” berthing arrangements (shared between two (2) two-person staterooms). All accommodations shall be air conditioned and heated. Except for the Partner Nation Operations Center berthing, the Sponsor staterooms shall be configured as follows:

Contractor shall provide DoD approved 5-button cipher locks to every MILDET stateroom and to the medical space.

Four person staterooms with private head and shower.

Two-person staterooms with private or shared head and shower. In no case will more than four (4) persons share head and shower facilities.

1.18 Provide Laundry Services Facilities. The Contractor shall provide self-service laundry facilities. The Contractor shall provide commercial grade heavy duty machines to accommodate 44 sponsor personnel. Laundry facilities will be available at all times and will include a sufficient amount of cleaning supplies (laundry detergent, spray starch, etc.), iron, ironing board and ironing board cover.

1.19 Water Supply. The vessel shall provide a minimum of 2,760 gallons of potable water per day to support sponsor personnel and crew living onboard, and 1,240 gallons of fresh water daily on the back deck for miscellaneous use, including but not limited to equipment wash down, total of 4,000 gallons each day. This requirement can be met through onboard water production capability, potable water storage capacity or a combination of both. If production capability does not exist, onboard storage must be sufficient for the endurance period (30 days).

1.20 Port Services. The Contractor shall have the employ of an agent to arrange for all port services on a reimbursable basis during this charter. Port Services shall include tugs; pilots;

berthing; potable water; shore power; trash and garbage removal; oily waste removal; sewage removal; hazardous materials removal; line handlers; dedicated telephone service; liberty launch services; loading and unloading of equipment; pilotage (when customary or required to transit a hazardous or restricted area or body of water); pilotage or towage in connection with bunkering;

ballasting or shifting berths pursuant to Government orders; supply of specialty fuel; freight forwarding at airport and seaports; customs brokering and expediting at local airports and seaports; ground transportation of end items, parts, and specialty fuel between the port of call and local airports/airfield; and support for Sponsor personnel including routine airport transportation, transfers and passport stamps. On those occasions when special expertise is required for freight forwarding, customs brokering/expediting, or transportation and handling of HAZMAT, the agent may further subcontract with a specialized service provider. Such subcontracting shall be defined as Port Services for the purposes of this paragraph.

1.20.1 Port Charges and Expenses. The Government shall reimburse the Contractor for charges and expenses of port services associated with supporting Government mission operations. Government mission operations include government-directed, government-requested, or government-approved operations, actions, and activities conducted aboard the vessel, conducted to/from the vessel, or conducted in support of the vessel which are performed by Sponsor personnel. In addition to charges and expenses for Port Services, the Government shall reimburse the Contractor for: canal tolls, port/local taxes (provided the Contractor exercises due diligence in seeking on behalf of the Government immunity from such dues and taxes), entering/leaving port fees, expenses and charges for a specialized action and any other similar port charges for ports visited at the Government’s direction, except as any of the foregoing pertains to the Master, officers, and crew. The Government shall not reimburse the Contractor for expenses incurred by the Contractor for services rendered for the convenience of the ship, its crew, or in connection with the Contractor’s business such as fees of underwriters, or expenses in moving the ship about the port to obtain stores or provisions, or transporting crewmembers for relief or convenience purposes.

1.20.2 Agents Fees. The Government shall reimburse the Contractor for customary agent fees in conjunction with the husbanding of the ship, including the fees of agents appointed for canal transits and at bunkering ports. These agents serve as agents of the Contractor only and are not agents of the Government. The Contractor shall submit to the Government the name of each agent it proposes to employ. The Government retains the right to disapprove proposed agents and to require removal of an agent whose performance the Contracting Officer finds to be unsatisfactory. The Government shall reimburse the Contractor up to $60.00 per port call for postage and petty expenses (including photocopies) in foreign ports.

2.0 Conduct Operations. The Contractor shall operate and navigate the ship safely in support of Government operations.

2.1.1 Material Handling Operations. The Contractor shall be responsible for the receipt, loading, storage and discharge of materials and stores pertaining to shipboard day to day operations. The Contractor shall assist in loading, storage, and discharge of materials and stores for Government. The Contractor shall arrange for any shore-side equipment if required for load/discharge operations.

2.1.2 Rigging Equipment. The Contractor shall provide sufficient rigging equipment to support sponsor operations to include a man rated 30,000lbs lift.

2.2 Lifesaving Equipment. The Contractor shall operate all lifesaving support systems in accordance with manufacturer’s instructions at the time intervals and frequencies as required.

Lifesaving support systems include, but are not limited to life rafts, winches, and boat engines.

2.2.1 Drills. The Contractor shall conduct all regulatory drills required. Government personnel will participate in all regulatory drills.

2.3 Support Small Boat Operations. The Contractor shall support all small boat launch and recovery operations to include operations of cranes and other equipment needed in support of small boat operations.

2.3.1 Low Pressure (LP) Air Lines. The Contractor shall provide two LP air lines from the ship service air system with a retractable reel system with standard air nozzles and 50 ft. hoses to allow for repairs on the aft end of the elevator.

2.3.2 Small Boat Launch and Recovery system.

- Sponsor and Partner Nations will utilize various small boats for mission operations.

Launch and recovery operations of small boats will be conducted from a universal cradle (Contractor provided) on stern elevator. The launch and recovery system shall be capable of supporting small boats from 24’ to 44’ in size and up to 35,000 lbs. in weight with various hull shapes. The elevator platform and cradles shall be modular enough to support one large or two smaller boats at the same time. Small boats to be supported include, but are not limited to, the following, and specifications are attached:

Contractor shall provide and install two universal cradles on its stern elevator and be modularized to support one large or two smaller boats at the same time.

2.3.3 Floodlights. The Contractor shall provide adequate infrared lighting at the small boat launching points to ensure safe night-time launching of small boats.

2.4 Reserved.

2.5 Small Boat/UAS Fueling.

2.5.1 Small Boat Fueling - MOGAS. The Ship shall be able to transfer up to 8,000 gallons MOGAS to Sponsor systems provided onboard the ship for operations during underway periods.

Transfer shall be IAW USCG compliance directives for transfer of fuel at sea and OEM Contractor specifications outlined for each small boat. The Contractor shall provide a delivery hose and an assortment of reducers and adapters that will extend long enough to refuel the boats on the stern elevator cradle.

2.5.2 Small Boat Fueling - Diesel. The Contractor shall provide a minimum of two (2) No.2 diesel fueling stations on the main deck or elevator to support boat re-fueling from ship’s internal storage tanks to USG and Partner Nation (PN) vessels. The Contractor shall provide a delivery hose and an assortment of reducers and adapters that will extend long enough to refuel the boats on the stern elevator cradle.

2.5.3 UAS Fueling. The UAS fuel will be provided by the UAS contractor. Ship shall be prepared to procure UAS fuel when requested by the Government representative. Transfer shall be IAW USCG compliance directives for transfer of fuel at sea and OEM Contractor specifications outlined for UAS deployed.

2.5.4 Firefighting Foam. The Contractor shall provide Aqueous Film Forming Foam (AFFF) foam for the fueling stations.

2.6 Crane Operations. The Contractor shall provide 24 hour crane services in support of Government requirements. The crane shall be capable of lifting 30,000 pounds at an adequate distance to load full expanse of open deck area from pier or underway. Assume craft sling apex is 15 feet from side of ship during underway launch and recovery. The crane shall be capable of lifting suspended items to a height that provides sufficient clearance from the crane hook to gunwales. The Contractor shall also provide lifting capable of 2,000 lbs. to replace engines on small boats.

2.7 Docking and Station keeping. The vessel shall be capable of station keeping up to sea state 3 to support small boat launch and recovery operations. The vessel shall be capable of anchoring in water depths for a vessel of its class and size. The vessel shall be capable of conducting unassisted pierside mooring/undocking. The vessel will be required to loiter for long periods of time as a re-supply station for small boats.

2.8 Operation of Systems. The Contractor shall operate all vessel systems to provide main and auxiliary propulsion, navigation, maneuvering, deck operations, and services to the Government to support the mission equipment, hotel services, and emergency operations.

2.9 Perform Maintenance. As a result of high OPTEMPO, it is imperative the Contractor perform predictive, preventative and corrective maintenance as required to maintain the vessel’s equipment and systems in a high state of readiness in addition to maintaining the vessel in class at all times. The Contractor shall arrange for the disposal of all Government small boat bilge waste. The Contractor shall support repairs up to and including small boat engine swap. The Contractor shall provide, operate, and maintain a fork lift (or pallet jack in conjunction with crane access) capable of removing a 1 ton boat engine on a pallet from an ISU-90 container and moving the engine to anywhere within the 3600 sq. ft. open deck space area. If for any reason emergent maintenance actions should render the vessel unable to get underway or sponsor equipment (elevator or cranes) inoperable, the Contractor shall immediately notify the Government (Sponsor Reps onboard, Program Office and Contracting Officer) to include an estimated time until the vessel will be able to get underway or the sponsor equipment is repaired. The Government reserves the right to place the vessel off-hire when the vessel is not able to get underway or otherwise meet the requirements of this contract.

Pursuant to 10 U.S.C. §2631, any corrective and preventive maintenance or repair work on the vessel, while under contract, must be performed in the United States for the duration of the contract, to the greatest extent practicable. The Contracting Officer and Program Office must be informed of intended repair locations in advance of planned maintenance or emergent repairs.

2.9.1 Vessel Modifications. The Government may at its option modify the vessel to meet new or changing mission requirements. The Government will either task the Contractor to perform or to subcontract for the modifications as a reimbursable item, or undertake the modifications itself.

Any and all equipment put aboard as a result of the modifications will be Government Furnished Equipment (GFE). All GFE will be removed prior to the vessel re-delivery at the expense of the Government, unless otherwise agreed to. The Contractor shall not modify the vessel without approval of the Contracting Officer. Any approved modifications will be fully tested and verified by the appropriate Government authority. Mission related unforeseen structural modifications affecting class or the vessel’s certifications may be required. The Contractor shall obtain any needed inspections and additional certifications to accommodate such modifications as may be agreed on a reimbursable basis. The costs of Government directed modifications and the costs to restore the vessel to its original class or certification at award and as required by this contract, shall be borne by the Government. The costs to restore the vessel to its original class or certification shall be included in the Contractor’s proposal for any modifications. These restoration costs will be agreed to in the consent for the modification.

2.10 Emergency Escape Breathing Devices (EEBDs). The Contractor shall provide current EEBDs to be located in each sponsor stateroom (one per berth) as well as the Operations Center

(15) and communications room (11).

3.0 Provide Food Service. Contractor shall provide three (3) hot meals per person per day for all Sponsor personnel, surged up to 44, aboard the vessel. Food provided shall have the most reasonably attainable degree of variety, quality, quantity, and nutritional value available in the maritime industry. Contractor shall consider the special menu requests for vegetarians, people with food allergies, medical restrictions, and religious restrictions. The Vessel OIC shall work closely with the contractor to ensure adequate amount of food is prepared each day.

3.1 Provide Snack Foods. The Contractor shall provide snack foods and bottled water for Sponsor personnel. Snack foods shall include foods like: Cheese and crackers; fresh fruit; peanut butter and jelly; cookies or brownies; popcorn; ice cream; potato chips, etc.

3.2 Provide Food Service for Additional Government Personnel. The Contractor shall provide three (3) galley-prepared meals for additional personnel above 29 minimum Sponsor personnel embarked on the vessel. The cost of the meals is reimbursable. Breakfast will be reimbursed at a not-to-exceed rate of (US) $10.00, lunch at a not-to-exceed rate of (US) $12.00, dinner at a not-to-exceed rate of (US) $19.00 or $50 for personnel staying aboard the vessel overnight. The Contractor shall submit an invoice at the end of each month using the MSC provided Monthly Meal Invoice Form showing the number and meals served to the additional Sponsor personnel embarked and Meal Sign Up Sheet provided by MSC.

3.3 Food Service During Surge Operations. When Sponsor personnel are conducting Surge operations between 2200 and 0500 local time, Contractor shall set up a station where food is available for the personnel engaged in these operations. Reasonable accommodation to the Contractor shall be offered in delivery and packing to minimize the logistical support/manpower requirement in meal support during the surge operations.
