About this file

This facility specifications document pertains to the Kentucky Department of Corrections (KYDOC) and details comprehensive inmate telephone, video visitation, and tablet service requirements across 16 correctional facilities statewide. The RFP 758 1900000181 encompasses services at facilities including the Kentucky State Penitentiary, Luther Luckett Correctional Complex, Eastern Kentucky Correctional Complex, Green River Correctional, Western Kentucky Correctional, Roederer Correctional Complex, and others, with combined bed capacity exceeding 14,000 inmates. The services include installation and maintenance of inmate telephones (ranging from 5 to 102 units per facility), visitation phones (0 to 21 phones per facility with designated booth configurations), video relay interpreter laptops, TDD phones, hands-free units, tablets with 1:1 population ratios, video visitation units, and voice biometric enrollment systems. Detailed site evaluation reports from October 2016 provide specific configurations for each facility's dorms, segregation units, medical areas, and specialized housing, including phone placement, video visitation locations, tablet charging stations, and hotspot requirements. The contract specifications are subject to change based on operational requirements and post-agreement site surveys.

The document provides comprehensive calling statistics and revenue data from February 2016 through November 2018, demonstrating significant usage patterns across call types (collect, pre-paid, collect debit, and direct bill) and geographic categories (local, intrastate, interstate, and international). Monthly revenue generated ranges from approximately $428,000 to $543,000, with fixed revenue share payments of $250,000 monthly through May 2018 and $270,110 monthly thereafter. Calling rates were revised effective March 17, 2016, eliminating surcharge structures in favor of per-minute charges; pre-paid funding fees apply through various payment methods (IVR/web at $3.00, live representative at $5.95, cash/money order at $0.00, and third-party services at $5.95). Vendor-provided workstations (typically two per facility) support system administration, and the specification document explicitly notes that facility configurations and equipment quantities may be modified based on operational needs and vendor site surveys following contract execution.
