About this file

This document is an attachment containing a Commonwealth's response to vendor questions for RFB 758 (Request for Bid) 2600000066, specifically related to off-site data and document storage services. The solicitation appears to involve a contract for document storage and management, with vendors seeking clarification about bid submission requirements and pricing strategies. While specific details about the full scope are limited in this excerpt, the document reveals a key concern from potential bidders about the lack of current storage volume information, which could impact competitive pricing.

The vendor questioning the bid process argues that without knowing the total volume of items currently in storage, vendors cannot provide the most competitive pricing. The example provided suggests that pricing could vary significantly based on volume - potentially ranging from $3.50 per case per month for smaller volumes to around $2 per case for larger storage quantities. The vendor explicitly notes that omitting current storage volume details could provide an unfair advantage to the incumbent provider and potentially prevent other bidders from submitting the most cost-effective proposals. The Commonwealth appears to have prepared this attachment as part of the bid clarification process, though the full response is not completely visible in the provided document excerpt.

Question #Example -Section 2ARFB##
1Thanks for providing answers to the vendor questions, but I’m surprised that the actual volume of items currently in storage is NOT being offered as part of this RFP. Any reputable vendor would/should provide the MOST COMPETITIVE BID based on the volume of items and, as you would expect, the more storage volume, the better the price of course.

For example, if the storage volume is currently 100 cases, we may bid $3.50 per month per case for storage; but if the state is storing 4000 cases, we would bid maybe around $2 per case. So obviously, if the goal of this RFP is to select the lowest priced, qualified vendor, it behooves the Commonwealth to provide all the details of the volume in order to get the most competitive bids and ultimately the lowest price available. Not including the actual volume in storage absolutely gives the incumbent a distinct advantage on this RFP as it currently reads.

My sincere apologies if the volume is listed & I overlooked the storage volumes in the information provided. See updated Attachment B
