About this file

This is an attachment document for an OregonBuys state procurement solicitation (Bid# S-62900-00015613) for a Type 2 Restricted Category Turbine Powered Helicopter contract. The procurement requires proposers to submit detailed helicopter specifications and capabilities for evaluation. Attachment G requests a Helicopter Summary form that must be completed and submitted with each proposal, with a separate form required for each primary base location and each designated helicopter. Proposers must provide current USFS/OAS Carding documentation for all helicopters, mechanics, fuel trucks, and support vehicles included in the proposal. The form requires complete specifications including helicopter make and model, FAA registration number, year built, gross weight, empty weight, fuel capacity, passenger capacity, engine horsepower, and annual inspection dates. Equipment requirements include GPS capability, VHF radio with 760 channels, P25 digital radio capability, available helmets, cargo hook, and long line capabilities.

Attachment G-1 addresses aircraft performance desirable features and scoring, with a maximum of 30 points available. The Type 2 helicopter must meet minimum performance requirements of a jettisonable payload (HOGE-J) of 1,850 pounds at 30 degrees Celsius at 7,000 feet pressure altitude with a 200-pound pilot weight and fuel for 1.5 hours. Proposers receive 5 points for each 100-pound incremental increase in jettisonable payload above the minimum requirement. Proposers must submit an Interagency Helicopter Load Calculation form and FAA-approved aircraft performance data, including hover ceiling charts and limitations documentation, to demonstrate compliance with payload requirements. The document does not specify response deadlines, award dates, contract terms, or pricing information.

AIRCRAFT PERFORMANCE DESIRABLE FEATURES

(PROPOSER MUST COMPLETE AND SUBMIT THIS PAGE WITH ITS PROPOSAL)

(30 POINTS MAX)

PROPOSER: __________________________________________________________________

PRIMARY BASE LOCATION: ________________________________________________

Proposers must submit a separate Aircraft Performance Desirable Features for each Primary Base location proposed, and for each helicopter designated at that Primary Base.

Type 2 Helicopter Minimum Performance:

Jettisonable payload (HOGE-J) of 1,850 pounds at 30 degrees C at 7,000 feet pressure altitude using a pilot weight of 200 pounds, and fuel for 1.5 hours.

Based on minimum performance requirements, 5 points will be awarded for each 100 lb. incremental increase for jettisonable payload (HOGE-J) above the minimum performance requirements.

Proposer shall provide an Interagency Helicopter Load Calculation form and FAA approved aircraft performance data (i.e., hover ceiling charts) and limitation used to compare gross weights and allowable payloads in the Interagency Load Calculations with this Attachment G-1. *Do not include the interagency weight reduction for make and model of helicopter.

HELICOPTER MAKE AND MODEL:

FAA “N” NUMBER:

EMPTY WEIGHT:

MAXIMUM PAYLOAD (HOGE)*:

Points Award Example:

Submitted aircraft jettisonable payload 1,950 pounds - minimum payload 1,850 pounds = 100 pounds (over the minimum) 100 pounds above minimum payload divided by 100 lbs. = 1 (rounded to nearest whole number) Multiply 1 x 5 points = 5 points (That is 5 points for every 100-pound increment above minimum payload)
