About this file
This is a Reference Verification Form for Orange County, Florida's Intersection Automated Enforcement Safety System (Y26-135) procurement. Proposers must submit a minimum of five references demonstrating prior experience with automated traffic safety camera enforcement systems of similar scope and magnitude. At least two of the five references must be from Federal, State, or local governmental entities, each operating a minimum of fifty red-light enforcement cameras. All references must be for services provided directly to client jurisdictions within the United States and must document the total number of red-light enforcement cameras maintained within each system. The County will accept sealed responses electronically through the OpenGov e-Procurement Platform until 4:00 p.m. EST on Tuesday, January 13, 2026, with no alternative submission methods permitted.
Proposers are instructed to exclude references for systems outside the scope of red-light enforcement, including speed cameras, radar or LIDAR systems, school zone enforcement, stop sign enforcement, bus lane enforcement, license plate recognition systems, railroad crossing enforcement, and inductive loop triggers. For each reference, proposers must confirm whether contracted services included hardware, software, installation, maintenance, operation, and back-office processing of violations. The form requires complete reference contact information including company name, address, contact person, contract title, contract term dates, contract value, email, and phone number for verification purposes.
