About this file
This is an Architecture Questionnaire document from the City of Santa Monica's Information Services Department, issued in conjunction with a procurement for cloud-based agenda management software applicable to Los Angeles County and San Francisco City jurisdictions. The City seeks proposals for a SaaS solution to replace its current Granicus IQM2 system and manage the City Council's staff report and agenda development process. Proposals are due April 7, 2026, at 3:00 p.m., with a question submission deadline of March 24, 2026. The solution must achieve full system operability by July 31, 2026, with public go-live scheduled for October 2026. The contract term is three years with two optional one-year renewal periods exercisable at the City's sole discretion. Proposers' responses remain firm for 180 days after the proposal due date or 60 days after best and final offer submission.
The questionnaire requires comprehensive technical and architectural documentation across eight key review areas: Architecture Review (components, relationships, and interaction diagrams); Technology Review (programming languages, database architecture, cloud providers, and code promotion processes); User Experience (URLs, user personas, front-end technologies, device/browser compatibility, and WCAG 2.1 ADA compliance); Integrations Review (data migration strategy, out-of-the-box and custom integrations, and API capabilities); Configuration and Customizations (customization handling, upgrade frequency, and compatibility); User and Access Management Review (identity and access management integration and authorization controls); Maintenance and Support (enhancement request procedures, SLAs, escalation points, training availability, business continuity, and disaster recovery); and Reporting and Business Analytics (operational reports, KPI creation, and dashboarding solution integration). The solution must integrate with the City's enterprise technology ecosystem including Tyler ERP (Munis), ServiceNow Platform, SharePoint, Laserfiche, Orchard CMS, AWS, Tableau, and Granicus video streaming, and must support approximately 140 staff members across 15 departments and 21 advisory boards and commissions.
