About this file
This Technology and Architecture Questionnaire, Version 3.1, dated November 27, 2024, was prepared by the City of Santa Monica's Information Services Department in support of a solicitation for agenda management software. The document serves as an evaluation framework for assessing vendor proposals for a cloud-based, enterprise-class Software as a Service (SaaS) solution designed to manage the City Council's staff report and agenda development process. The questionnaire does not specify response dates, due dates, site visits, bidder meetings, award dates, or contract terms; instead, it functions as a technical evaluation tool that bidders must address in their proposals.
The questionnaire comprises eight comprehensive review categories that vendors must address: Architecture Review (requiring component diagrams and interaction scenarios), Technology Review (programming languages, database specifications, cloud providers, and code promotion procedures), User Experience (URLs, user personas, front-end technologies, device compatibility, and ADA/WCAG 2.1 accessibility compliance), Integrations Review (data migration strategy, out-of-the-box and custom integrations, and API capabilities), Configuration and Customizations (customization procedures, upgrade frequency, and compatibility with system upgrades), User and Access Management Review (identity provider integration and authorization controls), Maintenance and Support (enhancement request procedures, SLAs, training options, and business continuity/disaster recovery plans), and Reporting and Business Analytics (operational reports, KPI creation, and dashboard integration capabilities). The document contains no pricing information, set-asides, incumbent vendor details, funding sources, or contract renewal options.
