Explosive Detection System (EDS) Performance Based Logistics (PBL) Solicitation: 70T04023R7672N002 Attachment: F-5 Labor Category Descriptions and Minimum Qualifications Instructions: Offerors shall utilize these labor category descriptions and qualifications in developing a response to the Management Approach (Factor 2) as required under Volume 1, Tab 2 of the proposal submission, as well as the Price Proposal (Factor 4) under worksheet H of Attachment F-1 (Price Evaluation Template).

“Experience” is applicable only if relevant to the stated labor category.

“Equivalence” refers to professional certifications or licenses.

“Education” and “Experience” may be substituted. Each year of relevant experience is equivalent to one year of education. Certifications, professional licenses, and vocational technical training may also be substituted for experience or education.

The following personnel are designated as Key Personnel (resumes required):

- Program Manager

- Information Systems Security Officer (ISSO)

The following personnel are designed as applicable under the Service Contract Act (SCA):

- Field Service Technician

- Call Center Support

Program Manager – Key Personnel Coordinates and monitors the scheduling, pricing, and technical performance of company programs. Responsibilities also include aiding in the negotiation of contracts and contractual changes and coordinating preparations of proposals, plans, specifications, and financial conditions of contracts. Ensures adherence to master plans and schedules, develops solutions to program problems, and directs work of incumbents assigned to program from various departments. Ensures projects are completed on time and within budget. Acts as advisor to program team regarding projects, tasks, and operations. Familiar with standard concepts, practices, and procedures within a particular field. Relies on extensive experience and judgment to plan and accomplish goals. Performs a variety of complex tasks. A certain degree of creativity and latitude is required.

Education/Experience Requirements - Master’s degree with a minimum 10 years of experience or equivalent.

Deputy Program Manager The Deputy Program Manager will provide the Program Manager with regular status reports and outstanding logistics issues. The Program Manager will work with the Deputy Program Manager and all functional departments to implement action plans to provide solutions to all logistics issues. The Deputy Program Manager work closely with all members of the program service team to ensure that all contractual commitments are met. The Deputy PMs also supports the PM and Service team in planning and executing program requirements.

Education/Experience Requirements - Bachelor’s degree with a minimum 10 years of experience or equivalent.

Project/Task Manager Responsible for the planning and engineering of an organization's systems infrastructure. Includes the implementation and design of hardware and software. Monitors the performance of systems. Familiar with standard concepts, practices, and procedures within a particular field.

Education/Experience Requirements - Bachelor's degree with a minimum 5 years of experience or equivalent.

Field Service Technician – SCA Applicable Performs general maintenance tasks, troubleshoots and repairs security screening systems and peripheral equipment located throughout the organization. Work involves most of the following: Examining machines and mechanical equipment to diagnose source of trouble; dismantling or partly dismantling machines and performing repairs that mainly involve the use of hand tools and fitting parts; replacing broken or defective parts with items obtained from stock; ordering replacement parts from vendors, or sending parts for refurbishment; recording repair process; and preparing written specifications for major repairs; reassembling machines and making all necessary adjustments for operation. Prepares progress reports for all work performed.

Education/Experience Requirements - a minimum 5 years of experience and relevant OEM certifications or equivalent.

Field Service Technician Manager Responsible for parts logistics, administration, and maintenance of security equipment. Manage staff within a specific region. Work involves most of the following: manage operation and maintenance, site support services, shipping receiving, stock, security, safety and environmental management of Government and Company property; provide leadership to staff within the designated region; prepare Government reports as required; perform all other position-related duties as assigned or requested.

Education/Experience Requirements - vocational/technical training beyond high school with a minimum 7 years of experience, and relevant OEM certifications or equivalent.

Engineer Researches, diagnosis, troubleshooting, and identifying solutions to resolve system issues. Follows standard procedures for proper escalation of unresolved issues to the appropriate internal teams. Researches and analyzes data such as customer design proposal, specifications, and manuals to determine feasibility of design or application; designs products or systems; plans and directs engineering personnel in fabrication of test control apparatus and equipment; directs and coordinates fabrication and installation activates; and evaluates field installations and recommends design modifications to eliminate machine or system malfunctions.

Education/Experience Requirements - Bachelor’s degree in computer science, electrical engineering, or a related field, with a minimum 5 years of experience or equivalent.

Call Center Support – SCA Applicable Serve as the first point of contact for customers delivering excellent customer service. Answer inbound phone calls and emails to identify and resolve caller needs, and provide information. Enter customer information into database and provide updates as necessary until issues are resolved. Provide professional, courteous, reliable, efficient, effective, and technologically advanced service support that will meet or exceed customer requirements and expectations. Provide relevant information, track all contacts, and provide resolution and/or escalate contacts to appropriate personnel for resolution.

Education/Experience Requirements - Bachelor's degree or 3 years of experience in a customer service setting.

Contracts Manager Contract managers ensure compliance with applicable federal regulations, as well as contract terms and conditions. Contract managers advise senior management on government contract requirements and procedures and serve as spokespeople for an organization on matters pertaining to policies, plans and objectives. Other duties also include: supervise proposal preparation; execute non-disclosure agreements (NDAs), terms and conditions, and modification requests; and settle disputes regarding contract interpretation, conditions or compliance with legal requirements. In addition, contract managers often oversee the contract change process, develop strategies for negotiation in alignment with company objectives and lead negotiations for complex contracts. They must also stay on top of new laws and proposed legislation, and interpret the potential impact on current and future contracts.

Education/Experience Requirements – Master’s degree with a minimum 10 years of experience or equivalent.

Radiation Safety Officer (RSO) The RSO is responsible for a company's or organization's radiation safety program. RSOs make sure that the company is complying with all laws and regulations regarding radiation emission requirements, and ensure the radiation emission limit set in the performance standard identified in 21 CFR Part 1020.40 is not exceeded. The RSO is responsible for performing quality checks and ensuring all completed radiation surveys are filled out correctly.

Education/Experience Requirements - Bachelor’s degree with a minimum 10 years of experience or equivalent.

Information Systems Security Officer (ISSO) – Key Personnel The ISSO serves as the principal advisor to the information system owner and the CISO/ISSM on all matters (technical and otherwise) involving the security of the information system. The ISSO has the detailed knowledge and expertise required to manage the security aspects of the information system and, in many cases, is assigned responsibility for the day-to-day security operations of the system. This responsibility may also include, but is not limited to, physical security, personnel security, incident handling, and security awareness and training. During the Operations and Maintenance Phase, the ISSO conducts continuous monitoring to include, at a minimum: maintenance of a current ATO; monitoring compliance; conducting annual assessments, conducting periodic scans; conducting audit log reviews; and ensuring media is properly sanitized prior to disposal. The ISSO ensures compliance with the system security policy on a routine basis. In close coordination with the information system owner, the ISSO plays an active role in developing and updating the Security Plan as well as managing and controlling changes to the system and assessing the security impact of those changes. The ISSO also coordinates with external agencies and assists in the preparation of the ISA to ensure all external connections meet protection requirements and are documented in the Security Plan, Risk Assessment, and security operating procedures.

Education/Experience Requirements - Bachelor’s degree with a minimum 8 years of experience as an IT Security Lead or equivalent. One or more security certification preferred but not required (Security +, CISSP, Global Information Assurance Certifications (GIAC) Security Leadership or Certified Information Security Manager (CISM)).

Cyber Security Lead The cybersecurity lead serves as the expert on cybersecurity protection, detection, response and recovery. Reviews and implement customer requirements, where IT/ICS security elements are key. Works with internal and external software and infrastructure developers to ensure system solutions are bulletproof.

Education/Experience Requirements - Bachelor’s degree with a minimum 5 years of experience as an IT Security Lead or equivalent.

Analyst The Cyber Security Analyst plans and implements security measures to protect computer systems, networks and data. Information security analysts are expected to stay up-to-date on the latest intelligence, including hackers' methodologies, in order to anticipate security breaches.

Education/Experience Requirements - Bachelor’s degree with a minimum 5 years of experience or equivalent.
