Ensure that contingency plans are consistent with the template provided in the DHS IACS Tool. If access has not been provided initially, the contractor shall use the DHS 4300A Sensitive System Handbook, Attachment K IT Contingency Plan Template
If ATO has already been granted by the AO or the Contractor has already provided all necessary system information (Security Authorization (SA) Package documentation) then the Contractor shall ensure the SA documentation is maintained in the Information Assurance Compliance System (IACS).
All steps in the DHS Information Assurance Compliance Systems (IACS) shall be completed correctly, thoroughly and in a timely manner for all steps of the RMF.

It is our understanding that IACS is no longer available for input.

RFP - Section B - Disincentives
B.3.4.5, pgs 40-43 The MUX/NEDS Ao disincentive is additive to the Airport level/Machine Level Ao disincentives. To invoice for the examples provided, the Contractor shall apply disincentives in the following order (for example purposes the EDS that missed the 86% Ao SLA will be in the MUX that missed the MUX Ao
SLA):
-Individual EDS 20% reduction and MUX/NEDs 5% reduction oOne Smiths EDS $100/day for November: $100 x 30 =
$3,000 oPenalty for < 86% for this unit for November: $3,000 x .10 =
$300 oPenalty for MUX/NEDs for this unit for November: $3,000 x
.05 = $150 oInvoiced number for this Smiths EDS in November: $3,000 -
$300 - $150 = $2,550 invoiced
Will the Government confirm that in the MUX/NEDs example the individual EDS disincentive should read 10% and not 20%?
Correct, individual EDS disincentive is 10%. See updated PWS
EDS RFP C.3.1.5, p.66 Transportation Security Equipment Database Is prime contractor required by the government to maintain a failover capability for the TSE database?
Yes, see section C.3.7, CDRL A010 and DID
APM-ILS-010
EDS RFP C.4.1.5.6, p.81 Supply Support With the increasing age of deployed TSE, in some instances it is becoming increasingly difficult to procure/maintain certain spare parts. Does the government permit "cannibalization" of retired machines to support parts availability and ultimately maintenanc in instances where spares are difficult to sustain?
Would the goverment consider a Refurbishmen / Refresh of critical parts / components to limit downtime ?
The government does not have spare parts.
Buyback of decommisioned EDS to harvest parts is acceptable. The goverment would consider and accept all ideas and concepts to refurbish / refresh critical parts / components to limit downtime of
EDS.
