RFP - Section B - Disincentives
B.3.4.5 Disincentives, pg 40-42
At the airport level, if Ao for all the Smiths EDS Systems located at PHL for the month of November 2025 is 96.8% Ao, and Leidos EDS Systems located at PHL for the month of November 2025 is 98.3% Ao, the Contractor shall only apply a 5% reduction to the daily unit price for all Smiths EDS (and the single Smiths EDS with 85% Ao is only reduced by 10% (i.e. airport level and machine level reduction are not additive)). Examples on invoice deduction provided below:
- 9 Smiths EDS $100/day for November: 9 x $100 x 30 x 1 = $27,000
- Penalty for < 98% for Smiths EDS for November: $27,000 x .05 = $1,350
- Invoiced number for Smiths EDS for November: $27,000 - $1,350 = $25,650 invoiced
Will the Government please clarify the additive nature of the machine and airport disincentive. Based on the description and sample calculation it appears that if a machine receives a unit disincentive of 10% it is not included in the 5% disincentive at the airport level. Since the total number of Smiths units at PHL is never indicated it is unclear, but we infer that the total is 10. We perceive the second example should read:
- One Smiths EDS $100/day for November: $100 x 30 days = $3,000
- Penalty for < 86% for this unit for November: $3,000 x .10 = $300
- Invoiced amount for this unit for November: $3,000 - $300 = $2,700 invoiced
- 9 Smiths EDS $100/day for November: 9 x $100 x 30 x 1 = $27,000
- Penalty for < 98% for Smiths EDS for November: $27,000 x .05 = $1,350
- Invoiced number for Smiths EDS for November: $27,000 - $1,350 = $28,350 invoiced
As indicated, airport level and machine level reduction are not additive, so if a machine receives a unit disincentive of 10% it is not included in the 5% disincentive at the airport level.
RFP, Section B - Contractor Representatives
B.3.4.2 (c); pg 39 NA Will the Government please clarify if an ISSO is assigned the contract or the system?

Attachment F-1
Attachment F-1 only allows for a single rate, by year, for each labor category, and a single fixed unit price for each type of equipment regardless of location. Attachment F-5, the description for the Field Service Technician and Call Center Support LCATs notes they are SCA applicable for which Attachment F-6 provides wage determination information for 470 locations for the Field Service Technician (SCA title “Machinery Maintenance Mechanic”) with costs ranging from $14.62 to $27.80 per hour (almost a 100% price variance). EDS RFP states in “E.2.6 – Wage Determination Information” that: The Contractor shall utilize this Occupation Classification Code in accordance with the Service Contract Act (Reference: Attachment F-6).
This creates an unfair pricing advantage to the incumbent contractor who has more accurate data regarding number and types of equipment by location from which to draw informed cost conclusions.
For evaluation purposes, please clarify how bidders are to reconcile single rates required for 470 separate work locations?
Recommendations:
1- For bidding purposes stipulate a single location or single wage rate as the basis for the SCA categories rates.
2- Provide existing number of FTEs by location so a weighted average can be calculated.
3- Allow for 470 separate rates based on service location.
As stated on SAM.gov, by request TSA will provide the current location of all equipment to assist offerors in developing pricing.
Attachment D-6 QASP For purposes of establishing an equitable proposal baseline for all bidders, please provide historical performance against the required Performance Standards.
Historical performance by other offerors will not be provided.

EDS RFP PWS, p.65 C.3.1.5 Transportation Security Equipment Database
Are there separate TSE data bases for EDS and passenger checkpoint TSE?
Is there a requirement for integrating these databases or building interfaces for TSE stakeholders?
The requirement is to provide a TSE database for the equipment supported on this contract. Yes there is a separate database for passenger CP equipment. The Offerors is required to be able to receive and communciate updates and work order closures back to the TSA Service Response Center database.
EDS RFP A.3.7, p.12 MTBCF Performance Goal (X006) The MTBCF example provides hypothetical improved levels of performance year-over-year. As performance improves, the metric for the current year reflects the prior year's average level of performance as the new baseline. If performance actually decreases, does the current baseline metric also decline or would it instead reflect the highest average level of performance recorded over the prior years?
Section A.3.7 has been updated to "The baseline metric for any OY can never drop below the original Year 1 baseline or the highest achieved average level of performance recorded during an
OY"
EDS RFP B.3.4.4, p.39 Development of Invoices
The RFP requires a fixed daily unit price rate, even though performance is measured monthly, and billing occurs monthly.
This appears to create an administrative burden for a steady state environment and generates uncertainty with regards to the number of billable units deployed over the course of the month. It also creates month-to-month price and budget variances. It would seem a fixed monthly rate would be easier to manage while generating similar results. Also use of a daily rate raises concerns about device volume volatility resulting in unanticipated performance and financial risk. In order for vendors to better understand the operational and financial risks a daily rate suggests, please provide daily volume profiles by checked baggage OEM anticipated for the evaluated quantities provided in the price sheet, to assist in staffing forecasts and allow vendors a better understanding of financial considerations.
Please utilize the TSE levels in Section A.3.1 and the available TSE by location excel (availabe by request).
EDS RFP C.3.2, p.66 Government Furnished Information
Can the government provide a list of all the GFI as listed in Section C.3.2 of the EDS RFP?

Can the government confirm that government or contractor-provided mobile devices are currently deployed under the current contract to support delivery of EDS services?
Contractor-owned mobile devices are allowable.
EDS RFP B.4.6, p.56 Interrelationship of Associate Contractors Can the government confirm whether or not the current contract includes any Associate Contractor Agreements? If so, please provide details regarding the nature of those agreement.
No
EDS RFP C.2.1, p.62 Government Documents The RFP states that listed documents "will provide further guidance for the implementation of the required services" however not all references are provided as part of the solicitation (e.g., IAD SOP 1402).
Given the importance in understanding all guidance impacting/influencing offeror solutions for implementation of required services, can the government please provide either as attachments or in a controlled reading room all Government documents listed in the table?

EDS RFP C.3.1.5, p.66 Transportation Security Equipment Database The RFP states that the TSE Database shall "provide government access and data rights to all data collected" and "allow the Government to download data in an excel spreadsheet meeting the requirements of Section C.2.4, Document Submission and Compliance, of this PWS"
Would the government consider taking ownership of the TSE database (vs. a contractor owned database) to allow for a direct transition of the existing database from the incumbent to incoming contractor? This would significantly reduce costs for the contractor and government in developing and providing an ATO to a new contractor-developed system. Additionally, by requiring an incoming vendor to develop and receive an ATO for a new system, incumbent contractors are able to unfairly remove that cost from their bids, limiting fair competition.
Current TSE Database is contractor owned and contractor developed and the government does not have the legal or contractual right to take ownership. Only the data stored and processed in the TSE database is the governments data.
Costs of implementing a TSE database are part of the Transition Plan and are not part of the total evaluated price.
EDS RFP C.3.1.6, p.67 Program Document Library Can the government confirm that as part of transition in/transition out of the incumbent, that the incumbent will be required to transition all existing physical repository documentation to the incoming vendor?
The incumbent will transition all TSE metrics data and historical and current work order data. Any other documentration that were delieverables on the contract can be provided by the TSA to the awardee upon request.
