Attachment E1 - USACE Authorization Summary
This is a U.S. Army Corps of Engineers (USACE) authorization document supporting the Cocoa Beach Golf Muck Capping Project in Brevard County, Florida. The project involves construction administration and engineering services for environmental remediation in the Banana River Lagoon, specifically overseeing multi-lift sand capping placement across approximately 160 acres of muck sediments, encompassing 1,400,000 to 1,800,000 cubic yards of material. The scope of work includes daily construction documentation and contractor coordination, design and modification of thin-layer sand capping systems, cap stability and performance evaluation, environmental permit oversight and coordination with the Florida Department of Environmental Protection and USACE, hydrodynamic and sediment transport modeling, field verification and quality assurance activities, and preparation of permit modification application packages. Key deliverables encompass as-built certifications, operation and maintenance documents, habitat cap monitoring reports, and post-construction compliance documentation. The Request for Qualifications (RFQ-8-26-05) has a proposal opening date of February 27, 2026 at 10:00 a.m., with a question deadline of February 19, 2026 at 5:00 p.m. and a Selection Committee meeting scheduled for March 9, 2026 at 9:30 a.m. The initial contract term is three years with options for two one-year renewals.
The project is governed by USACE Permit No. SAJ-2024-00084 and Florida Department of Environmental Protection Consolidated Environmental Resource Permit No. 0443265-002-EM, establishing comprehensive conditions for project execution including turbidity monitoring, water quality standards, manatee protection, and habitat restoration success criteria. Compensation is determined through negotiation for individual Task Orders and structured as fixed fees per milestone, hourly rates not to exceed specified maximums, or combinations thereof. The project is funded through Brevard County's Save Our Indian River Lagoon (SOIRL) Project Plan allocation of $21.35 million and State Appropriations of $12 million, representing the largest capital improvement project within the 10-year, $490 million SOIRL initiative. The selected contractor must maintain professional liability insurance of $2,000,000 per claim, general liability insurance of $1,000,000 per occurrence, workers' compensation coverage, and cyber liability insurance of not less than $5,000,000 per claim. Geosyntec Consultants, Inc., located in Titusville, Florida, submitted the sole proposal received by the opening date and was under evaluation at the time of the names-only tabulation.
