About this file
This is a Department of the Army permit authorization letter issued by the U.S. Army Corps of Engineers (USACE), Jacksonville District, to the City of Cocoa Beach, Florida, regarding regulatory approval for the Cocoa Beach Golf Muck Capping Project in the Banana River Lagoon. The permit (SAJ-2024-00084) authorizes the City of Cocoa Beach to proceed with multi-lift sand capping placement over muck sediments and grants immediate commencement of work upon notification to the Corps. The Permittee is required to notify the USACE Enforcement Section at saj-rd-enforcement@usace.army.mil of the work commencement date, any work suspensions or resumptions exceeding one week, and the final completion date. The Corps retains inspection authority to ensure strict adherence to all permit conditions and will evaluate any modifications to the authorized work. Any changes to the project must be submitted as modification requests to the Cocoa Permits Section and cannot be implemented without prior written approval from the Corps.
The permit explicitly prohibits deviation from the approved plans enclosed with the authorization letter. The permit was issued on March 7, 2025, and signed by Shawn H. Zinszer, Chief of the Regulatory Division. Applied Ecology, Inc. is identified as a consulting party on the project. The permit serves as the regulatory authorization document required for the associated construction administration and engineering services solicitation and establishes the legal framework within which the City of Cocoa Beach and its contracted engineering and construction administration services provider must operate throughout the project execution phase.

Dear Mr. Carragino:
The U.S. Army Corps of Engineers (Corps) is pleased to enclose the Department of the Army permit, which should be available at the construction site. Work may begin immediately but the Corps must be notified of:
a. The date of commencement of the work,
b. The dates of work suspensions and resumptions of work, if suspended over a week, and
c. The date of final completion.
This information should be emailed to the Enforcement Section of the Regulatory Division of the Jacksonville District at saj-rd-enforcement@usace.army.mil. The Enforcement Section is also responsible for inspections to determine whether Permittees have strictly adhered to permit conditions.
Should any other agency require and/or approve changes to the work authorized or obligated by this permit, it is the responsibility of the Permittee to submit a modification request to the Cocoa Permits Section. The Corps will evaluate the request and determine whether it is appropriate to modify the terms and conditions of the permit.
The Permittee must obtain written approval of the requested modifications from the Corps prior to initiation of those changes.
IT IS NOT LAWFUL TO DEVIATE FROM THE APPROVED PLANS ENCLOSED.
Sincerely, For: Shawn H. Zinszer Chief, Regulatory Division
