About this file
This document is a Supplemental Quality Assurance Provision (SQAP) for the manufacturing qualification requirements of High Purity Hydrazine (HPH) or Monomethyl Hydrazine (MMH) procured by the Defense Logistics Agency (DLA) Energy.
The SQAP outlines the preproduction sample approval process, where the contractor must produce and deliver a preproduction sample to be tested and approved by the government prior to full production. It also details the fit-for-purpose testing that the government may conduct, as well as optional testing the government may require at no cost to the contractor. The SQAP specifies sample labeling requirements and the contractor's notification responsibilities to allow government witnessing of sampling and testing procedures.

E45 MANUFACTURING QUALIFICATON REQUIREMENTS (HYDRAZINE) (DLA ENERGY AEROSPACE) (MAR 2023)
(a) PREPRODUCTION SAMPLE APPROVAL.
(1) The Contractor shall have a production facility capable of producing High Purity Hydrazine (HPH) or Monomethyl
Hydrazine (MMH) as required by the schedule and meeting the required product specification. From this completed production facility, the Contractor shall produce and deliver a preproduction sample of HPH or MMH by the time specified in the contract schedule. The Contractor shall draw two (2) representative homogenous 2-liter samples of their HPH or MMH and analyze one sample in accordance with the product specification and contract requirements. After the Contractor performs full specification testing on the preproduction sample and has verified that the sample meets the product specification and contract requirements, the Contractor shall email a certified copy of the analysis to tech.prop@dla.mil or mail to:
DLA Energy Aerospace - FEM 1525
Wurtsmith Street
Building 5730
JBSA-Lackland TX 78236
The Contractor shall notify the DLA Energy Contracting Officer prior to sampling/testing the preproduction sample in order to allow a Government representative the opportunity to witness the Contractor's sampling and testing procedures.
(2) If the initial preproduction sample meets the requirements of the product specification and contract when analyzed by the Government laboratory, the DLA Energy Contracting Officer will notify the Contractor that the preproduction sample has been approved.

(3) However, if the initial preproduction sample fails to meet the product specification and contract requirements when analyzed by the Government's laboratory, the Contractor may be authorized by the DLA Energy Contracting
Officer to resample and submit a second preproduction sample for analysis at the Government laboratory. If the resample fails to meet product specification and contract requirements when analyzed by the Government laboratory, the
Government, at its sole discretion, has the following two options:
(i) the Contractor may be allowed to make necessary repairs, changes, modifications and/or other alterations to the
Contractor's production process or plant in order to remedy the quality defects: or,
(ii) the Government may terminate the contract for cause in accordance with the Termination for Cause provisions stated in the contract. If the Government authorizes the Contractor to modify the production plant or otherwise adjust the production process in the expectation of producing on-specification product, in lieu of termination for cause, such efforts on the part of the Contractor will not result in an equitable adjustment to the fixed lump sum price, as awarded. Upon completion of production plant modification and/or adjustment of the Contractor's production process, the Contractor shall then prepare another preproduction sample for product manufactured by the modified production plant/process in accordance with paragraph (a) (1) of this provision. The same procedures apply as previously described herein until such time as the
Contracting Officer no longer authorizes production plant modification and/or adjustment of the Contractor's production process. Repeated failure will be grounds to terminate this contract under the Termination for Cause provisions in accordance with the terms and conditions of the contract with the Government having no responsibility to pay for any costs associated with production plant retrofit and/or modifications.

(b) FIT FOR PURPOSE TESTING
(1) The Contractor shall coordinate fit for purpose testing to be conducted at a Government lab by emailing tech.prop@dla.mil. This analysis covers properties that may impact propellant performance but are not necessarily part of the procurement specification.
(c) OPTIONAL TESTING
(1) The Government, at its sole option, may require additional production of the HPH or MMH being procured under this contract in order to perform optional testing. The Contractor will not be responsible for any costs associated with optional testing performed by the Government. Specific optional testing that the Government may perform has not yet been determined, but may consist of additional chemical composition analyses (e.g., trace elements) hot fire testing and/or material compatibility testing.
(2) Product produced for this optional testing shall be prepared, witnessed, inspected and shipped in accordance with applicable production and delivery provisions of the contract.
(3) If the product meets the Government's test requirements, the Government will advise the Contractor to proceed with the production of the quantity ordered on the contract. However, if the product fails to meet testing requirements, the
Contractor and the Government shall jointly determine the need for any necessary changes, modifications, and/or repairs to the
Contractor's production process or plant. Costs for shipping product for testing and/or for effecting plant repairs and/or modifications to the Contractor's process, based on the results of the test shall be treated as an equitable adjustment under the contract. At any point in time where the test(s) fail, the Government, at its sole option, may terminate the contract for convenience under the Termination for Convenience provision of the contract.

(d) Contractor samples may be tested and evaluated at the Contractor's on-site laboratory facility or the Contractor may utilize an independent laboratory, as authorized and approved by the Government in advance of the independent testing. The Contractor shall ensure that all samples submitted are properly labeled with proper grade, DLA Energy contract number, lot/batch number and a request for full specification testing. The sample's label should also clearly identify sample origin and should request that sample results be faxed or emailed to the DLA Energy Contracting Officer. The Contractor shall notify the Government prior to performing any and all sampling/testing associated with this provision in order to allow a Government representative the opportunity to witness the Contractor's sampling and testing procedures.
