About this file
Attachment E is a technical specification document for an FRP (Fiber-Reinforced Polymer) Tow Kit, detailing requirements for six key components: ISO container casters, a tow-bar, a pintle hook and shank assembly, and a transport container. The casters are specified as solid rubber, 360-degree swivel with a 90-degree lock, and removable. The tow-bar must extend to minimize jackknifing, have an adjustable lunette connection height between 18-30 inches, and include a 5/8-inch diameter pin and clip. The pintle hook and shank assembly requires drop forged construction, 12-16 inch length, and compatibility with a 2-inch receiver.
The document is part of a broader Sources Sought announcement (Solicitation Number: FA8051-26-R-FRPPanelKits) by the United States Air Force for Fiber-Reinforced Polymer panel kits supporting the Airfield Damage Repair Program. The anticipated procurement is a 5-year Indefinite Delivery Indefinite Quantity (IDIQ) contract, with the first order expected in late FY2027. The market research aims to identify capable contractors, with responses due by 1400 CST on 10 September 2025. The NAICS code is 332312 with a small business size standard of 500 employees, and the requirement may potentially extend to other Department of Defense agencies.
