About this file
This is a Statement of Work (SOW) for Airfield Damage Repair (ADR) Fiber Reinforced Polymer (FRP) Panel Kits, issued by the Air Force Civil Engineer Center (AFCEC). The SOW details requirements for a 5-year Indefinite Delivery/Indefinite Quantity (IDIQ) contract to supply specialized FRP panel kits designed to expeditiously repair battle-damaged airfield pavements. The FRP kit consists of four primary components: FRP Panel Assembly, FRP Anchor Kit, FRP Grout Kit, and FRP Tool Kit, with an optional FRP Tow Kit, to be delivered to worldwide locations.
The solicitation is currently in a Sources Sought phase, with responses due by 1400 CST on 10 September 2025. The government anticipates awarding a contract with the first order not expected until late FY2027, targeting NAICS code 332312 with a small business size standard of 500 employees. Interested contractors must be registered in SAM and submit a capability statement addressing specific questions about their business, including past performance, teaming arrangements, and financial capabilities. The requirement potentially extends beyond the Air Force to other Department of Defense agencies, with the goal of establishing a centralized procurement mechanism for these specialized airfield repair kits.

DATE: 18 JULY 2025
1. INTRODUCTION. The Air Force Civil Engineer Center (AFCEC) has developed an updated Airfield Damage Repair (ADR) concept of operations under the ADR Modernization Program that provides updated capabilities to expeditiously enhance existing airfield surfaces and to facilitate recovery of battle-damaged airfield pavement by using Fiber-Reinforced Polymer (FRP) panel kits.
1.1. Fiber-Reinforced Polymer (FRP) panel kits. FRP kits are bolt together panels made of layers of glass fiber and aramid fabric impregnated with polyester resin and connected using metal busing provide an expedient Foreign Object Debris (FOD) cover over crushed-stone or debris backfilled craters.
2. SCOPE
2.1. Contractor’s responsibilities:
2.1.1 The contractor shall supply, package, document, and deliver ADR FRP kits, sub-kits, or individual items to selected worldwide locations in accordance with this SOW and specification attachments A through H and their associated appendices outlined in paragraph 2.3 below.
2.1.2 The Contractor shall load and unload all FRP kits, sub-kits, or individual items at their origin and at each destination (door to door). The contractor shall provide all equipment, manpower, tools, and vehicles to perform all product loading and unloading. The contractor shall offload all kits and materials from shipping truck/containers at destinations and deliver to the installation final location(s) as identified in each Delivery Order (DO).
2.2. FRP Kit Components. The FRP kit (known as the 4FWFR Unit Type Code (UTC)) is comprised of four (4) distinct components as shown in Table 1.

3.1.3. Weekly Status Report. The Contactor shall provide weekly status reports including the status of all production activities, anticipated production completion, container number, and shipping status of every shipment. Reports are due every Monday no later than noon (central time) until delivery order completion [CDRL A011]. The weekly status report template will be provided. Provide the weekly update to the 772 ESS/PKD Contracting Officer and AFCEC Technical Advisor.
3.1.4. Quarterly Status Report. The Contractor shall provide quarterly status reports in written format [CDRL A004]. Quarterly status reports must include the status of prototype development, all production activities, anticipated production completion, container number, and shipping status of every shipment. The quarterly report is due NLT noon (central time) the first day of the calendar quarter beginning at contract award until contract closeout (eg. 1 Jan, 1 Apr, 1 Jul 1 Oct). The Contractor shall participate in quarterly conference calls. AFCEC will provide the date, time, and call-in number for the conference calls. The Contractor shall be responsible for providing meeting minutes for each quarterly conference call NLT seven (7) calendar days after the conference call for review/acceptance [CDRL A007].
3.1.5. Drawing Submittals. The Contractor shall create a drawing package detailing the packaging of the FRP Panel Kit [CDRL A008]. The package shall contain the original editable files with all incremental drawings used to generate the package. The drawings shall include a complete inventory listing with only part description and quantity, no manufacturer's part numbers. The drawing package shall be of a standard commercially available file type (AutoCAD 3D, solid works, etc.) and shall be agreed upon by AFCEC prior to submission. The contactor shall also provide un-editable .pdf version of the drawing package. All drawings shall contain the AFCEC logo/letterhead and be property of the Government. The drawings shall be a combination of 2D and 3D drawing as required to fully document the kits. The drawing package shall include a spreadsheet attachment with a complete inventory listing with National Stock Numbers (NSNs)/manufacturer's part numbers (if a NSN has not been created for an item). The drawing package must be submitted within 30 days of awarded delivery order. The government will review submissions within seven (7) days and the contractor must provide any required corrections within 15 days of notification.

3.1.7. Classification of Inspections of FRP Panel Components. The inspection requirements specified herein are classified as follows:
· Initial inspection
· Conformance inspection
3.1.7.1. Initial Inspection. The Government may provide on-site initial inspection, per delivery order, based on the contractor’s production completion schedules. An initial inspection will be completed or waived by the Government prior to any additional kits being produced. Inspections may take up to one workday to complete, per kit; and include inventory of all end items, packaging, and manufactured in accordance with the detailed technical requirements outlined in attachments A-H. Acceptance of the initial inspection shall not constitute a waiver by the Government of its rights under the provisions contract document or relieve the manufacturer from any requirements defined in this specification. Failure to meet inspection criteria shall constitute cause for rejection.
3.1.7.2. Conformance Inspection. The Government may provide on-site inspections based on the contractor’s production completion schedules. Inspections will be completed or waived by the Government prior to any kits and/or items shipped. Inspections may take up to one workday to complete, per kit; and include inventory of all end items, packaging, and manufactured in accordance with the detailed technical requirements outlined in attachments A-H. This inspection shall encompass all visual examinations and dimensional measurements. The contractor is required to notify the Government should raw materials change at any time during production. Following this notification the Government may, at its discretion, perform additional conformance inspections as described herein. Failure to meet the technical requirements in attachments A-H shall be cause for rejection of all panels manufactured using the same methods as the tested panel(s). Noncompliance with any specified requirements shall constitute cause for rejection.
3.1.7.3. Inspection Locations. The Government may provide on-site inspections based on the contractor’s production completion schedules. The contractor shall coordinate with the 772 ESS/PKD Contracting Officer and AFCEC Technical Advisor outlined in paragraph 5 below for scheduling of all inspections.
