The contract term is twelve months from the date of award with one optional twelve-month renewal period available at the same prices, terms, and conditions subject to County approval.
The progress report form requests metrics including the number of tires removed in the previous week, dive hours logged in the previous week, specific grid locations where work was performed, and total acres cleaned. Pricing was required as lump sum unit costs for mobilization and tire removal/transport/unloading services for each of the five reef locations, with all costs remaining firm for the contract duration. Contractors must meet stringent qualification requirements including a minimum of five years of experience in marine salvage or debris removal from sensitive habitats, comprehensive insurance coverage (workers' compensation, commercial general liability of $1,000,000 combined single limit, business automobile liability of $1,000,000, excess/umbrella liability of $1,000,000, and watercraft liability of $1,000,000), and compliance with NOAA Environmental Best Management Practices and protected species management protocols. The County obtained required Environmental Resource Permits at no cost to the contractor and provided the staging area for equipment mooring at no cost.
