About this file
This is a definitions document associated with a Request for Bid (RFB) issued by the State of Wisconsin, Department of Justice, for the printing, preparation, and delivery of U.S. Supreme Court briefs and appendices. The RFB requires compliance with the Rules of the Supreme Court of the United States, which were adopted April 19, 2013, and became effective July 1, 2013. The document establishes that authorized users of any resulting contract include Wisconsin state agencies, UW campuses, municipalities, and other state or local public bodies as defined in Wisconsin Statutes sections 16.70, 16.73, and 66.0301. Key participants in the procurement process are identified, including the purchasing agent from the Department of Justice who oversees the procurement and serves as the contract manager for the awarded contract, and the contract/project manager from the respective agency responsible for contract oversight and completion.
The definitions document clarifies the roles and responsibilities of parties involved in the transaction, including bidders, contractors, vendors, subcontractors, and end users. The document specifies that electronic copies of bids may be submitted via USB flash drive or CD, and identifies VendorNet as the State of Wisconsin's official bid information and notification service. Minority Business Enterprises (MBEs) certified under Wisconsin administrative code sections 105.14, 105.21, or 105.23 are recognized within the procurement framework. The document establishes that a brief is a written legal argument presented to an appellate court intended to persuade the higher court to uphold or reverse a trial court's decision, which is relevant to the nature of the documents to be printed under this contract.
