TASK ORDER FOR

NPWS PEP STATION MODERNIZATION MANAGEMENT SUPPORT FOR ALL NPWS MODERNIZATION ACTIVITIES – OVERALL PLANNING AND MANAGEMENT, SHELTER FABRICATION, SITE ASSESSMENTS, ENVIRONMENTAL & HISTORICAL PRESERVATION, SITE PREPARATION MANAGEMENT, CIVIL ENGINEERING, CONSTRUCTION DRAWINGS, CONSTRUCTION SUPERVISION, SITE PERMITTING AND ZONING

1. GENERAL

This Time and Material (T&M) Task Order sets forth the National Public Warning System (NPWS), Primary Entry Point (PEP) Station (NPWS/PEP) Fabrication, Integration and Construction Management Support and related services needed to fabricate and install NPWS/PEP Station survivable broadcast shelter capabilities for the Federal Emergency Management Agency (FEMA), Integrated Public Alert and Warning Program Management Office (IPAWS PMO). The National Public Warning System (NPWS) includes system components at the FEMA Operations Center (FOC), the FEMA Alternate Operations Center (FAOC), NPWS/PEP stations, the NPWS Technical Laboratory in Indian Head, MD, and facilities throughout the United States, as well as infrastructure supporting communications networks between the operational components. The contractor shall provide overall project management support for NPWS/PEP shelter fabrication, and provide services for site assessments, environmental and historical preservation site screenings, site preparation, civil engineering, pre-design surveys, construction drawings, site permitting, zoning support and construction management. These services will be provided in support of NPWS/PEP Modernization activities across multiple sites and construction task orders.

2. BACKGROUND

FEMA is modernizing legacy PEP stations that support the IPAWS Program and its mandate to provide the President a capability to reach the American public “under all conditions.” These facilities are equipped with standby generators, fuel storage tanks, fuel filters, and monitoring systems, Emergency Alert System (EAS) devices, telephone auto-couplers and telephone lines. Equipment at these sites have been in service for over 20 years, which presents operational and environmental risks. Additionally, these facilities must be upgraded to meet High-Altitude Electromagnetic Pulse (HEMP) protection requirements, “All-Hazards” requirements and enhanced audio program and transmission equipment requirements.

3. SCOPE

Currently, NPWS/PEP capabilities derive from a combination of legacy equipment and facilities, newer equipment and facilities, and equipment and facilities that are under development. IPAWS has undertaken an effort to modernize the legacy equipment and facilities in order to enhance their capability and resilience by aligning them to the approved designs and resilience levels. In order to support the modernization of existing sites, the contractor shall manage and support the delivery of the following requirements and perform tasks in the following areas:

· Overall Management of all NPWS Modernization Task Orders within the IDIQ

· Scheduling

· Manage Site Survey/Assessments - Initial Station Visits

· Manage Environmental Site Screenings

· Manage Environmental and Historical Preservation Support

· Manage Pre-design Survey Support

· Provide Project Management Support for Manufacture and Integration of Design Package

· Provide systems installation and integration of NPWS Shelters

· Quality control of HEMP and CBRN during fabrication

· Manage Site Planning/Site Construction Drawings – Site Build Plans; Issued for Construction (IFC)

· Manage Permitting Support

· Provide Construction Management and Oversight to Completion of site-specific installation task orders, to include identification and procurement of construction general contractor

· Acceptance Testing and Construction Site Demobilization

· Other activities and actions in support of NPWS Modernization activities

4. CONTRACTOR PERSONNEL

The contractor shall provide the following personnel and services to perform this requirement:

4.1 TASK LEAD

The contractor shall provide a Task Lead who shall be responsible for the management of all contractor work performed under this Task Order. The Task Lead is designated as Key Personnel by the Government, and subject to the conditions of the clause entitled KEY PERSONNEL AND FACILITIES. The Task Lead shall perform the following tasks:

· Oversee the coordination of all aspects of the Modernization projects

· Administer all instructions from the NPWS Project Manager (NPWS PM) and COR

· Determine and establish the project organization to provide overall management of all tasks defined in the SOW

4.2 CONSTRUCTION COORDINATOR/PM – PROJECT ANALYST

The contractor shall provide a Construction Coordinator/Project Manager who shall assist the Task Lead to oversee and manage all fabrication, preparations, construction drawings/IFC, permitting, surveys, onsite contractor work, quality-control and other duties, as necessary to be performed across all NPWS/PEP Modernization projects. The Construction Coordinator/PM is designated as Key Personnel by the Government, and subject to the conditions of the clause entitled KEY PERSONNEL AND FACILITIES. The Construction Coordinator shall perform the following tasks:

· Assist the Task Lead to oversee and manage all onsite work to be performed under this Task Order

4.3 INTEGRATION TECHNICIANS – PROJECT ANALYSTS

The contractor shall provide Integration Technicians who shall provide communications and systems integration, installation and build-out services of the NPWS Shelters at the fabrication site, NPWS Lab and on-site at the NPWS/PEP stations in accordance to the Design Standard. This technical integration shall be performed across all NPWS/PEP Modernization projects. The Integration Technicians shall have experience in audio systems for broadcast, electronics troubleshooting, radiofrequency (RF) systems, Supervisory Control and Data Acquisition (SCADA) and other areas applicable to the full technical integration and proper operation of the NPWS Shelters.

4.4 CONSTRUCTION ANALYSTS – PROJECT ANALYSTS

The contractor shall provide Construction Analysts who shall assist the Construction Coordinator/PM to oversee and manage all fabrication, preparations, construction drawings/IFC, permitting, surveys, onsite contractor work, meeting planning and coordination, documentation management, environmental and historical preservations support and other duties, as necessary to be performed across all NPWS/PEP Modernization projects. The Construction Analysts shall have management and coordination experience in construction or systems development and production.

5. PLACE OF PERFORMANCE

The place of performance will be at the contractor’s facilities, Government facilities, vendor facilities and NPWS/PEP station locations, such as, Miami, FL (station TBD), Honolulu, HI (station TBD), Boston, MA (WBZ), Phoenix, AZ (station TBD), Seattle, WA (KIRO), San Francisco, CA (KCBS), Houston, TX (KTRH), Minneapolis, MN (WCOS), Orlando, FL (WFLF), Little Rock, AR (KAAY), Philadelphia, PA (WTEL), Boise, ID (KBOI), Rochester, NY (WHAM), Lodi, NJ (WABC) and other sites, as directed and as specified by the Government. The contractor shall also attend all meetings at the Government’s facilities located in Washington, DC and surrounding areas in Maryland and Virginia, and at sites specified by the Government.

6. PERIOD OF PERFORMANCE

The Period of Performance for this Task Order shall be 12 months from the date of award.

7. SECURITY CLEARANCE

The IDIQ Project Manager and Task Lead must be able to address classified issues related to this Task Order, if they arise. Both the IDIQ Project Manager and Task Lead for this Task Order are required to have a security clearance. Other personnel working under this Task Order are not required to have security clearances.

10. TASKS AND REQUIREMENTS

10.1 Environmental/Historic Preservation and Environmental Screening Report

10.1.1 Environmental/Historic Preservation

Prior to installation activities, all sites must undergo an environmental and historic preservation assessment to ensure that the FEMA installation and integration does not produce an adverse impact. FEMA has an Office of Environmental and Historic Preservation at headquarters and FEMA regions. However, given the volume of reviews required for the FEMA projects, FEMA requires additional contractor support to work with FEMA staff, and in some cases, State staff to expedite the environmental and historic reviews. Specifically, the contractor shall provide environmental management support, including:

· Apply the requirements of the National Environmental Policy Act (NEPA, 1970) to the NPWS Modernization projects

· Assist in the preparation and prepare required documentation and letters for approval

· Coordinate with organizations, such as governmental organizations responsible for environmental compliance

· Periodic reporting to IPAWS Government Project Manager on status and communications

10.2 Civil Engineering/Site Planning/Geo-Technical

The contractor shall provide a third party licensed Civil Engineering/Site Plan-Drawing service, which is available, as necessary, across all NPWS/PEP Modernization construction efforts and shall be responsible for the following under this Task Order:

· Conduct pre-design surveys, as necessary, and as directed by the Government

· Draft and complete site design and build plans, to include any construction elements, Issued For Construction (IFC), electrical, communications, safety, and environmental compliance elements to integrate FEMA’s Design Packages to the specified NPWS/PEP sites

· Conduct periodic inspections to ensure site is progressing according to approved design

· Perform inspections and final approval in conjunction with the IPAWS PMO

10.3 Management of Manufacturing, Integration and Testing

The Government will provide direction to the contractor regarding the selected options under the approved Design Package developed under the PEP Station Modernization Design Standard Task Order and other designs, as appropriate. The contractor shall manage and oversee the manufacture of the NPWS/PEP modules/shelters based upon the approved Design Package from the PEP Station Modernization Design Standard Task Order, HSFE50-16-J-0215, within the estimated timeframe for delivery contained within the plan. The contractor shall manage all aspects of manufacturing, integration and testing and assure that all long-lead equipment, components and supplies are ordered immediately after award in order to facilitate prompt delivery for fabrication of the NPWS/PEP shelter modules. Task Orders for the Fabrication and Manufacturing of the shelters will be issued separately.

As the contractor completes manufacturing of individual modules, the contractor shall manage the incremental testing and quality control inspections of the applicable capabilities identified in the approved Design Package with observation from the Government Project Manager and the Government’s testing agent, if required. The shelters will be functionally tested in accordance with the Design Requirements contained in the PEP Station Modernization Design Standard Task Order (HSFE50-16-J-0215) in Section 5.1.1. The testing requirements must address the applicable standards for the selected options under the approved Design Package. Subject to the final approved Design Package, the contractor shall manage the testing and reporting of the following in accordance with the requirements identified in the PEP Station Modernization Design Standard Task Order in Section 5.1.1:

· High-Altitude Electromagnetic Pulse (HEMP)

· Chemical, Biological, Radiological and Nuclear (CBRN)

· All Hazards

· Transmitter Output to Dummy Load at the specified power levels and RF Switch Functions

· Audio Recording, Editing and Playback Functions

· Local and Remote Control and Telemetry (SCADA)

· Power Generation

· Security The above applies and identifies the major operational and mission capabilities and is not limited to only the items listed. Additional and exhaustive functional and quality control inspections and tests are required. The contractor shall identify and recommend an Operational /Functional Test and Quality Control Plan to assure the fabricated and integrated packages function and operate as required. Once the contractor has completed the management of manufacturing, testing and quality control inspections of each of the NPWS PEP shelter modules, the contractor shall coordinate with the Government Project Manager to manage preparation for storage and/or transportation of the modules to their final destinations.

10.4 Manage and Conduct Site Surveys

At the time of the Environmental and Historic Preservation activities identified in section 9.1, the Contractor shall also provide all labor, materials, and incidentals to manage and conduct site visits to the NPWS/PEP stations, as directed by the Government, in order to develop a plan for installing the NPWS/PEP shelters. These site visits shall include the necessary soil testing, geo-technical studies and other studies necessary to ascertain the condition of the site(s) to receive the FEMA components. The sites may include locations, such as, Miami, FL (station TBD), Honolulu, HI (station TBD), Boston, MA (WBZ), Phoenix, AZ (station TBD), Seattle, WA (KIRO), San Francisco, CA (KCBS), Houston, TX (KTRH), Minneapolis, MN (WCOS), Orlando, FL (WFLF), Little Rock, AR (KAAY), Philadelphia, PA (WTEL), Boise, ID (KBOI), Rochester, NY (WHAM), Lodi, NJ (WABC) and other sites, as directed.

10.4.1 Coordination and Planning

The contractor shall perform all coordination, planning activities and actions required to complete the site visits and document the current state of the sites. This shall include, but not be limited to:

· Request all available existing documentation from local sources (e.g., local permitting authorities, PEP Stations, etc.)

· Conduct the necessary meetings with site owners/operators, local and state land-management and permitting offices and any other entity which may have information regarding the site

· Schedule the visits in collaboration with the Government Project Manager

10.4.2 Manage and Conduct Site Visits

The Contractor shall manage, coordinate and send the necessary personnel to conduct site visits at sites specified in Section 5. During these site visits, they will perform the following activities, along with any other activities needed to prepare Site Construction Drawings and Site Work Plans for each site in accordance with the approved Design Package prepared for the PEP Station Modernization Design Standard Task Order:

· Meet with local/state permitting authorities in coordination with Government Project Manager

· Locate and document any relevant site information, including, but not limited to the following site infrastructure:

· All above and below ground radio frequency (RF) conduits, conductors, entrances, exits, switches, etc. relevant to integration with the site’s existing RF infrastructure

· All relevant above and below ground electrical conduits and wiring, including the main service entrance, panels, switches, etc.

· All existing fuel systems and storage systems

· Document the current state of the stations, by creating or validating the following artifacts of the site (if available), to include but not limited to:

· Digital Photo Documentation

· Measurements

· As-Built Drawings

· Electrical Schematics

· Available Blueprints

· Flood Plans

· Elevations

· Electrical

· Overview drawings

· Vegetation/screening

· Drainage

· Access points/entryways/exits

· Evaluate site viability as a NPWS/PEP station(s) and confirm/recommend property location for module and accompanying components

· If sites are deemed viable, the contractor shall coordinate with the Government PM to obtain Rights of Entry for the sites, including, Miami, FL (station TBD), Honolulu, HI (station TBD), Boston, MA (WBZ), Phoenix, AZ (station TBD), Seattle, WA (KIRO), San Francisco, CA (KCBS), Houston, TX (KTRH), Minneapolis, MN (WCOS), Orlando, FL (WFLF), Little Rock, AR (KAAY), Philadelphia, PA (WTEL), Boise, ID (KBOI), Rochester, NY (WHAM), Lodi, NJ (WABC) and other sites, as directed.

· If sites are deemed viable, and upon technical direction from the Government, the contractor shall provide quotes to the Government to complete each site installation activity as identified during the site visit and presented in a Site Work Plan.

Deliverables:

Based upon the contractor’s findings during each site visit and environmental screening, the contractor shall prepare the following deliverables. This includes the development of site drawings that detail the installation, at each site, of the Design Package.

· Site Survey Reports

· Document current state of the sites

· Document infrastructure and facilities prior to construction to ensure that if the Government or any of the stations terminate the relationship, the sites can be returned to their original state

· Provide a report of each site that address the approved design package to include, but not be limited to:

· Surface Water Management

· Ground Water Management

· Erosion Control

· Site Analysis

· Site Preparation

· Demobilization and Closure

· Detailed Site Maps (MS Word or MS PowerPoint or MS Visio)

· Site Work Plan

10.5 Site Planning, Site Construction Drawings, Site Build Plans and Permitting Upon Government notification to the Radio broadcast owners and managers of the intent to develop the site, Right of Entry agreements shall be drafted for presentation to the property owners, and the contractor shall commence the necessary site survey activities. The contractor shall also provide management, manpower, equipment, material, services, and transportation necessary to draft, review, plan, develop, and implement quality control and oversight services during the Site Planning/Site Construction Drawings, Site Build Plans activities.

10.5.1 Management of Site Planning, Site Construction Drawings, Site Build Plans The contractor shall provide and manage a third party licensed Civil Engineering/Site Plan-Drawing service who is available for the duration of the effort and shall be responsible for the following under this Task Order:

· Draft, provide quality-control and complete Site Construction Drawings/Site Build Plans to include all construction elements, electrical, communications, safety and security, and environmental compliance elements to integrate FEMA’s Design Package to the specified NPWS PEP site(s). The Site Construction Drawings shall include, but not be limited to the following:

· All Electrical Integration between the Design Package NPWS PEP shelter modules and the existing electrical system at each site

· Posts/Foundations/Pads to support the Design Package NPWS PEP shelter modules and secure to the ground

· Posts/Foundations/Pads to support the Design Package fuel tank, as required

· All Piping, Valves, Pumps and other required elements to support fuel transfer from the fuel tank (if required), return to the tank and power generator in the Design Package NPWS Generator Shelter

· All Structural Elements and Foundations related to install the necessary ground trenches and conduits required to provide power form the radio station’s power system to the Design Package NPWS PEP shelter modules

· Conduct periodic inspections to ensure site is progressing according to approved design

· Perform inspection and final approval in conjunction with the IPAWS PMO

· Develop a Site Work Plan to implement and install the Design Package that accounts for the current state of the station

· Site drawings/IFCs for Miami, FL (station TBD), Phoenix, AZ (station TBD), Little Rock, AR (KAAY), Philadelphia, PA (WTEL), Boise, ID (KBOI), Rochester, NY (WHAM), Lodi, NJ (WABC). These will be provided at 50% 100%, and IFC stages.

10.5.2 Permitting

The contractor shall conduct and manage permitting activities in coordination with the Government Project Manager to obtain necessary approvals, continuances, or extensions (as necessary) to complete installation and integration in accordance with each site’s individual requirements. This includes, but is not limited to:

· Develop, coordinate, and assist future construction/installation in applying for and obtaining all federal, state, local, and other applicable permits, access (including easements and leases) agreement, licenses, and certificates required to perform and complete the tasks and requirements in this SOW

· Prepare presentation(s) and present information to interested parties in support of obtaining applicable permits, in coordination with the NPWS PM

11. APPLICABLE CONDITIONS

All Contract Technical Direction shall be in writing and signed by the FEMA COR. The contractor shall obtain prior approval in writing from the FEMA NPWS PM and the FEMA COR for all travel for which Contractor labor hours are billed to FEMA.

12. TABLE OF DELIVERABLES

The following table summarizes deliverables required under this SOW to be delivered to the FEMA COR and Government Project Manager as defined below. Unless otherwise specified, the term “days” is defined as calendar days.
