STATEMENT OF WORK FOR IPAWS NPWS

TECHNICAL SERVICES CENTER SUSTAINMENT

1. GENERAL

This Time and Material (T&M) Statement of Work (SOW) sets forth the requirements for the Integrated Public Alert and Warning System (IPAWS), National Public Warning System (NPWS) Technical Services Center Sustainment project (previously known as the IPAWS Laboratory). The Federal Emergency Management Agency (FEMA), Integrated Public Alert and Warning System (IPAWS) Program maintains the capability for the President of the United States and other alerting authorities to alert and warn the public in case of emergency. The program plans for, acquires, implements, sustains, and operates two major system components: the IPAWS-Open Platform for Emergency Networks (OPEN) and the National Public Warning System (NPWS). The National Public Warning System (NPWS) includes operational system components at the FEMA Operations Center (FOC), the FEMA Alternate Operations Center (FAOC), NPWS/PEP stations, the NPWS Technical Services Center in Indian Head, MD, and facilities throughout the United States, as well as infrastructure supporting communications networks between the operational components. This SOW identifies technical requirements and activities necessary to provide the IPAWS Program Management Office (PMO) with IPAWS NPWS Technical Services Center (Technical Center) maintenance and sustainment support. This effort will provide the IPAWS PMO with technical support, facilities management, operations and maintenance of the Technical Center’s critical systems and facilities, as well as testing support for the NPWS communications networks, and serve as main system integration and test facility for the NPWS systems.

2. BACKGROUND

The Federal Emergency Management Agency (FEMA) Integrated Public Alert and Warning System (IPAWS) Program was established to meet the requirements set forth in The IPAWS Modernization Act (Public Law 114-143), Executive Order 13407, as well as, the Stafford Act, Section 202, Disaster Warnings, which require FEMA to develop, implement, maintain, and administer "an effective, reliable, integrated, flexible, and comprehensive system to alert and warn the American people in situations of war, terrorist attack, natural disaster, or other hazards to public safety and well-being." The program operates, maintains, and enhances the IPAWS-OPEN and NPWS communications and information systems in order to provide alerting authorities at all levels of government, including the President of the United States, the ability to provide timely and effective emergency alerts, warnings, and emergency information to the public.

The IPAWS-OPEN system receives, processes, and transmits Common Alerting Protocol (CAP) messages from alert originator applications and systems and performs authentication, message format transformations, and routing, posting, and interfaces to multiple alert dissemination networks and technologies that deliver the alert and warning messages to the public. The two key alert and warning system interfaces include all radio and television providers that participate in the Emergency Alert System (EAS) and wireless/cellular network providers that participate in Wireless Emergency Alerts (WEA).

The NPWS is the systems, network, and facilities enabling origination of a single emergency alert audio message from the President that is distributed to all radio and terrestrial television, cable and wireline providers across the entire United States. FEMA has partnerships with radio stations to perform as Primary Entry Points (PEPs) to broadcast a national alert and warning message which will additionally be received and rebroadcast by other radio, television, cable, wireline and satellite channels. Sustainment of the NPWS includes daily monitoring and maintenance of all NPWS communications and critical infrastructure assets, including emergency power systems, fuel storage and facilities maintenance. Modernization of the NPWS includes updating, retrofitting or replacing PEP stations, modernizing the system operations and control points, and the communications networks between FEMA and the NPWS PEP stations.

The FEMA IPAWS PMO operates a Technical Center at the Naval Support Activities South Potomac base in Indian Head, MD (approximately 30 miles south of Washington, DC) under a cooperative agreement between FEMA and the U.S. Navy. The Technical Center is within the Navy base, which is access-controlled by Navy Police. The government-owned Technical Center spaces consist of two structures which contain technical areas with workbenches, offices, conference room, break room and restroom facilities, generator, fuel tank, satellite antennas and exterior green spaces and walkways outside of the structures. The majority of the required effort will take place within the Technical Center buildings located within these structures.

3. SCOPE

The IPAWS-OPEN and NPWS are vital alert and warning components maintained and operated by the IPAWS Program. The IPAWS Program maintains an operational IPAWS NPWS Technical Center where duplicates or approximations of the NPWS and other IPAWS technologies are installed and used to conduct demonstrations, exercises, testing and evaluation of interconnecting and interfacing alert and warning applications, systems, devices, and technologies. These efforts assist Federal, state and local authorities that send alerts and warnings with education, training, tests and exercises of alerts and warnings, and to assist vendors of compatible alert/warning applications with general validation of compatibility with IPAWS. The Technical Center is used to host and support training for alerting authorities both in person and virtually, support of mass notification application system vendor testing for exercises with IPAWS stakeholders, and for general testing purposes. The Technical Center is available to federal, tribal, territorial, state, and local alerting authorities to test and train on the use of IPAWS-OPEN and is used as a critical, daily test site for NPWS systems and networks. Both systems are routinely tested by the IPAWS Program in order to ensure system capabilities and readiness.

The IPAWS PMO requires facilities management, technical, operations and maintenance/sustainment support for the Technical Center. The scope of the resulting task order will include the maintenance and sustainment of all Technical Center structures and spaces located in Indian Head, MD.

The Government’s suggested number of hours for the one-year base period is 3,860. Offerors should assume ODC/Travel in the amount of $75,000.00 for this task order.

4. CONTRACTOR PERSONNEL

The contractor shall provide the following personnel and services to perform this requirement:

4.1 TASK LEAD/IT MANAGER

The contractor shall provide a Task Lead who shall be responsible for the management of all contractor work performed under this Task Order. The Task Lead is designated as Key Personnel by the Government, and subject to the conditions of the clause entitled KEY PERSONNEL AND FACILITIES. The Task Lead shall perform the following tasks within this SOW, and other tasks deemed appropriate for the proper management of the Technical Center:

· Oversee and manage all aspects of the Technical Center, including technical support, facilities management, IT and operations and maintenance as described in this SOW, to ensure the proper functionality of the Technical Center

· Administer all instructions from the NPWS Project Manager (NPWS PM) and COR

· Determine and establish the project organization to provide overall management of all tasks defined in the SOW

4.2 FACILITIES TECHNICIAN – PROJECT ANALYST

The contractor shall provide a Facilities Technician/Project Analyst who shall assist the Task Lead to oversee and manage all sustainment, maintenance, IT and facilities management work at the Technical Center as described in this SOW, and other tasks deemed appropriate for the proper management of the Technical Center.

5. PLACE OF PERFORMANCE

The place of performance will be at the Technical Center. The contractor shall also attend all meetings at the Government’s facilities located in Washington, DC and surrounding areas in Maryland and Virginia, and at other associated sites specified by the Government.

6. PERIOD OF PERFORMANCE

The Period of Performance for this Task Order shall be 12 months from the date of award.

7. SECURITY CLEARANCE

The IDIQ Project Manager must be able to address classified issues related to this Task Order, if they arise. Both the IDIQ Project Manager and Task Lead for this Task Order are required to have a security clearance. Other personnel working under this Task Order are not required to have security clearances.

9. TASKS AND REQUIREMENTS

9.1 Facilities Management, Operations and Maintenance Support The Technical Center provides maintenance, sustainment, testing, technical support and exercising of alert and warning systems and components to ensure their readiness and availability. The approximately 3,500sqft Technical Center accommodates FEMA personnel, as well as, contractors that provide constant IPAWS-OPEN technical support to FEMA IPAWS customers and stakeholders, and NPWS technical and systems support. The specific IPAWS-OPEN support will be provided under a separate contract. The services provided under this Task Order, will provide facilities management, technical support, operations and maintenance of the Technical Center spaces, NPWS technical support and testing, and other critical services, including the following:

· Maintain, repair and update physical exterior of structures/buildings, including the roof, exterior walls, outside lighting, deck, stairs, walkways, windows, doors, locks and all other exterior infrastructure and components that make up the Technical Center buildings

· Maintain, repair and update physical interior of structures/buildings, including the floors, doors, locks, floors, ceilings, lighting, outlets and switches, HVAC, signage, fire extinguishers, appliances, conference room, audio-visual equipment, copy machines, printers, fax machines, conference video and audio equipment, including cameras, tables, desks, chairs and other furniture, etc.

· Provide cleaning supplies, including solvents and cleaning agents, cleaning rags and paper products, floor mops, brooms and vacuum cleaners, hand-sanitizer and soap, bathroom supplies, such as toilet paper, hand towels, air-fresheners, toilet liners, trash bags, trash receptacles, etc.

· Provide a once a week cleaning and disinfecting service to clean all interiors and garbage disposal

· Maintain audio-visual equipment, including television and monitors, projectors, audio speakers, microphones, cameras and other audio-visual and presentation equipment

· Maintain and manage adequate supply of office supplies to include, but not be limited to printer paper, toner and ink, notebooks, pens, pencils, markers, dry-erase white board supplies, paper clips, stapes and staplers, folders and all other necessary office supplies as directed by the IPAWS PMO

· Support and assist with coordination of visitor entrance to the base between the IPAWS PMO, Technical Center visitors and Navy Security

· Ship, receive and handle all incoming and outgoing packages, parcels and shipments, as necessary and requested by the Government to support program demonstrations and testing activities with the IPAWS NPWS Technical Center and at conferences, meetings, state/local alerting authority offices and field locations.

· Provide flexibility and respond to IPAWS PMO requests for facility sustainment and maintenance supplies and services within the scope of this SOW

9.2 Technical Support

The Contractor shall provide to the IPAWS PMO technical support in the following areas:

· Support NPWS training initiatives with federal, tribal, territorial, state, and local alerting authorities and agencies. This support requires familiarity with basic emergency management concepts, public warning concepts and experience with managing and coordinating engagements with all levels of government

· Perform NPWS system assessments and evaluations of technologies and processes used by the NPWS

· Support NPWS functional and operational field tests, demonstrations, exercises

· Provide technical support at NPWS sites and at industry-related conferences, meetings, and working groups. A minimum of 10 events with an average of three (3) days in duration shall be considered when providing these services at locations other than the Technical Center in Indian Head, MD. These locations include, as an example:

· New York, NY

· Miami, FL

· San Juan, PR

· San Francisco, CA

· Chicago, IL

· Albuquerque, NM

· Casper, WY

· Honolulu, HI

· Anchorage, AL

· Las Vegas, NV

9.3 Project Management

The Contractor shall provide management oversight of activities, schedules and milestones associated with all objectives in this SOW.

· Coordinate with the PMO to ensure objectives remain within projected timeframes and budgets

· Draft and submit a Project Management Plan to the NPWS PM and COR

· Host weekly meetings to review progress of objectives, capture meeting minutes, and track action items

· Provide Weekly Activity Reports (WARs)

· Provide Monthly Status Reports (MSRs)

· Provide Microsoft Project schedule and monthly schedule updates

· Manage daily operational support of the Technical Center

· Provide status of funding within each Monthly Status Report.

· Conduct and document equipment and supply inventories, as required by FEMA

· Develop and maintain a well-rounded and skilled team with technical expertise in broadcasting, emergency telecommunications, alert and warning tools, satellite communications, system networking

· Effectively communicate orally and in writing with the private and public sector, and interaction with high level federal, state, local, territorial, and tribal officials, as directed by the IPAWS PMO

9.4 Network and Communications Maintenance and Sustainment

Contractor shall maintain the Technical Center Virtual Local Area Network (VLAN), SATCOM test system, PSTN test system and other technical services. The Contractor shall provide the following services and support:

a. Network

· Provision and configure servers, databases, network devices, operating systems, and software LINUX/UNIX and Cisco series switches, routers, wireless networking, multiplexers, and firewalls

· Provision Virtual Private Network (VPN) tunnels with external entities and provide management interfaces for administration.

· Troubleshoot hardware and software IT and communications issues.

· Maintain a Voice-Over-IP telephone system for all desks and conference facilities within the Lab structures

· Maintain a secure IT ethernet and WIFI internet service for all users and visitors to the IPAWS NPWS Technical Center

· Maintain the awtestlab.com mail exchange service and provide accounts as directed by FEMA

· Provide, configure and maintain computing tools, such as laptops, desktops and other peripherals for use by all government and contract technical support staff

b. Maintain cable television service in operational state

c. Maintain the NPWS SATCOM data-diode and email server

d. Satellite Communications (SATCOM) VSAT maintenance and monitoring. The SATCOM includes audio CODEC interfacing and fiber optic IFL connectivity

e. NPWS devices, satellite network systems and components, and PSTN components, SATCOM modems, BUCs, LNBs, feed-horns, fiber IFLs, audio codecs, etc.

f. Procure, provision and maintain, as necessary, laboratory test equipment, including oscilloscopes, spectrum analyzers, frequency counters, multimeters, soldering stations and other electronic laboratory equipment

g. Maintain alert and warning devices, systems, applications, and licenses, as required by the IPAWS PMO

10 APPLICABLE CONDITIONS

All Contract Technical Direction shall be in writing and signed by the FEMA COR. The contractor shall obtain prior approval in writing from the FEMA NPWS PM and the FEMA COR for all travel for which Contractor labor hours are billed to FEMA.
