Replace Main Hospital Electrical Service Project 649-18-105

This project is to replace the current service entrance switchgear for Building 107, relocate it to allow for future expansion in the “B” courtyard and address security issues that were identified during the facility 2018 Physical Security review.

Security

The C&A requirements do not apply, and a Security Accreditation Package is not required.

NAVAHCS Historic District Requirements

Buildings 107 is listed as a historic structure on the National Register of Historic Places (NRHP), and the majority of the NAVAHCS site is listed on the NRHP as the Fort Whipple Historic District. A significant effect this has on construction is the requirement for an archaeological monitor to be present during any excavation work that has not been previously disturbed, regardless of depth The certification requirements for the monitor can be found at The Secretary of the Interior Professional Qualifications Standards | U.S. Department of the Interior (doi.gov)

Smoking

Smoking is prohibited on site for contract employees.

Parking

Parking is available for contractor in Lot “S”, which is North of the construction area.

TB

No tuberculosis tests are required by the contractor to work on site.

Badging

All contract employees will be required to have a security badge issued by the NAVAHCS VAPD prior to start of any work. To be issued a badge the contractor must contact the COR at least 72 hours prior to the employee arriving on site so the COR can officially request that a badge be issued to the employee. Once this has been done the contract employee must go to be Building 28 and show the VAPD an official form of ID (typically a driver’s license) and they will be issued a badge. The contractor must provide the full legal name of the employee, along with how many weeks or months that are expected to be on site and (if they are a subcontractor) what company they work for. If the employee fails to provide some official form of identification they will not be give a badge and will be sent off the site.

A 7’ (or higher) construction fence is required to be around any construction site that can be accessed by non-contractor personnel. The specific requirements for the fence can be found in Section 1.6.I of specification section 01 00 00.

Photographs

Photographs of the construction site are acceptable provided that no patients are included in the photograph. A professional photographer is not required for the project, just clear photographs with attached information describing the location of the photograph, and if necessary, the reason for the photograph.

Laydown area

The laydown are will be in the “B” courtyard, which is the site of the work.

Road closures

Road closures that will be needed for the project will need to be planned with the COR and have at least 7 calendar days of notification. A plan for the closure, including the plan for signage and traffic control, is required.

Utility shutdowns

Utility shutdowns need to be planned with the COR and have at least 7 days of notification prior to the shutdown.

Phasing

No phasing is expected to be required for this project.

ILSM

Since this work is to be performed outdoors and inside the unoccupied B107 mechanical room an ILSM is not expected to be required, however work plans will need to show how all Life Safety egress routes will remain open.

ICRA

This work will be done outdoors and in mechanical room, which will not trigger ICRA requirements, unless any work is required inside B107. If this occurs, the ICRA requirements will need to be evaluated at that time.
