Question Answer

1. Specification Section 01 00 00, Part 1.2-D states that the VA will retain the Material Testing Lab. This conflicts with Specification Section 01 45 29, Part 1.1, which states that the Contractor will retain the Testing Lab. Will the VA confirm that the Contractor will retain the Testing Lab?

The contractor will retain the testing lab.

2. Will the VA clarify if the Contractor’s Site Superintendent, if duly qualified, may also serve in the roles of SSHO and CQC for this project, or will the VA require a separate individual for either the CQC or SSHO roles?

The superintendent can fulfil the role of QCM. A separate individual is required for SSHO.

3. Specification Section 01 35 26, Part 1.13 requires that the Contractor has written certification that all employees have pre-placement tuberculin screening within 90 days prior to placement. Attachment D SOW states that no TB tests will not be required. Will the VA confirm that this project will not require TB testing?

Project will not require contracted personnel to be tested for TB. Work will primarily be located away from patient care areas.

4. Attachment D, SOW, Page 1 requires that an archaeological monitor be present during any ground-disturbing activities regardless of depth. Will the VA confirm that this will be a requirement for this project? If so, will the VA provide the latest Archaeological Survey for this property?

Archeological monitoring will be required as stated. Survey will be provided to awarded contractor only.

5. Specification Section 01 91 00, Part 1.8-C states that the VA will engage the Commissioning Agent (CxA) via a separate contract. Will the VA clarify if formal 3rd party Commissioning will be required for this project, and if so, will the VA further clarify whether the VA or the Contractor will hire the CxA?

A third party commissioning agent will not be associated with this project. Contractor will install, test, and inpect and provide verification documents as required per specifications and manufacturer.

6. Specification Section 05 12 00, Part 1.5 requires the fabricator and installer to be AISC certified. Will the VA clarify if a fabricator/installer that conforms to all AISC methods but is not AISC certified may be accepted?

AISC certification will be required.

7. Specification Section 07 84 00, Part 1.5-C requires the Contractor to hire a 3rd party inspector to perform any firestopping systems and applications. Will the VA clarify if this will be a requirement for this project?

The requirement for a third party inspector hired by the contractor will be required.

8. Attachment A, Narrative, Page 3 requires a new blast-rated door in the former window space. Will the VA provide the exact specifications required for this blast-rated door?

A blast-rated door is not required. Follow requirements indicated by the door schedule on drawing AE601.

9. Specification Section 23 10 00 – Facility Fuel Oil Systems was included in the Project Specifications. Will the VA clarify whether any Fuel Oil Systems work will be required for this project, and if so, provide more specifics?

The only work that will involve the fuel oil system will be relocation of the existing fuel line that currently serves the B107 Emergency Generator. The fuel line currently passes through the electrical room and will need to be rerouted outside of the room.

10. If materials are approved through the submittal process and being stored on site, can they be invoiced for prior to installation?

This will be a decision made solely by the contracting officer. The practice is generally not authorized.

11. Is this project tax exempt or taxable? If tax exempt, will there be a certificate issued?

This will be an issue for the contractor to address with the state of Arizona or state of licensure.

12. Can the same individual who is the project Superintendent also be the QCM and/or SSHO?

See response to question #2.

13. How many individuals does the awarded GC need onsite to fill the 3 positions of Superintendent, QCM, and SSHO?

One as superintendent/QCM One as SSHO This makes a total of two separate individuals required of the contractor, to be onsite at all times while work is being performed either by the general or subcontractor.

14. There are 2 application locations for the Anti-Ram bollards. One application is in a sidewalk and the other application is around the electrical equipment, housed below grade. Both instances tell us to reference 3/CI002. However, it appears that 3/CI002 is only for the sidewalk application and that 2/CI003 is the detail that is supposed to be referenced for the electrical equipment bollards that are house below grade. Is this correct?

Detail on Drawing C1002 shall be used for both sidewalk and transformer pad installation of bollards. Disregard C1003 for these applications.

15. Where the mini split AC head is to be mounted, above the doorway is a fire alarm strobe light and fiber optics line in the way of the mounting unit. Will these items be moved?

Contractor will be required to remove fire alarm devices where conflict with installation of new equipment exists.

Contractor will reinstall the removed fire alarm devices to an appropriate location within the same space.

16. The cold water line looks to have been moved already. Can this be verified?

Cold water lines indicated on the design to be moved are required to be moved. This line is present in the space.

17. We request detail for the drain pans under water and steam line piping. Please verify drain pan is to be under piping the entire length of the room.

Drain pans in the form of a sealed trough will be installed the length of the water/sprinkler lines within the electrical room space. Troughs will be drained through the exterior wall using the shortest route possible. Exterior drain location will be at floor level. Specific design of the trough will be left to contractor to provide.
