NORTHERN ARIZONA VA HEALTH CARE SYSTEM
Replace Hospital Building 107 Electrical Service
Project 649-18-105
Statement of Work - Construction
I. BACKGROUND
The original hospital was built in 1931, in Prescott, AZ. However, in 1980, "SES-107" was replaced. "SES- 107" is approximately 32 years old. With the life expectancy of electrical equipment rated for 25 years, "SES-107" has exceeded its life span. Additionally, replacement parts and circuit breakers are no longer readily available. The upgraded cabinet was installed in front of the old existing cabinet using the existing cabinet as a pull/splice box for the existing feeders. The existing "DB-107" is approximately 27 years old. With the life expectancy for electrical equipment rated for 25 years, this distribution board has exceeded its life expectancy. The down-stream circuit breakers feeders exit the distribution cabinet through the cabinet of the "SES-107". This is in violation of the current National Electric Code (NEC). Multiple modifications and upgrades took place over the years that are also not up to current NEC Standards or VA Standards.
II. SCOPE OF WORK
A. A.SES-107 will be replaced and relocated to Building 107 Room 016. The initial sizing of equipment and clearances provided by Room 016 will require a second means of egress out of this room. It is the intent to remove the existing Mechanical thru wall equipment in the Southeast corner of the room and provide a new exit in that location. The existing door from the adjacent room is 6’-4” tall so a taller opening will need to be cut allowing a 7’-0” door to be placed in this location. Existing Utility Piping in Room 016 will need to be relocated so they are not directly above new switchgear. Refer to all other narratives for more detailed information on their specific scopes.
B. PM4 and PM5 will be replaced and relocated near PM 17 on the southern end of the courtyard. New feeders are to run deep enough to allow for new building foundations proposed for infilling the existing courtyard (at least 24”).
C. Existing underground primary transformer feeders will be intercepted and extended as needed.
D. New distribution feeders will be routed directly to new SES-107 and the Essential Emergency
System Distribution Board(s).
E. Replacement of all secondary feeders from new SES and emergency ATS to first panel boards.
F. Include all work required to relocate existing utilities and equipment impacted by the relocations.
G. PM14 and RAD-l07 are no longer needed due to the relocation of the Radiology department. Include removal and disposal of this equipment.
H. Include disposal of all items replaced or removed from service.
I. It was determined to use a triple authentication gate arm and anti-ram bollards at the main entrance to the courtyard area to protect the new electrical transformers as well as the existing electrical and mechanical equipment in leu of blast proof walls around the new electrical transformers.
J. PM14 and RAD-l07 are no longer needed due to the relocation of the Radiology department. Design will include removal and disposal of this equipment.
K. Phasing is critical and will be complex, so coordination with the VA is required during demolition and construction.
L. Refer to narratives and drawings for greater detail and scope.
III. Additional Requirements and Information
A. Information Security Requirements
1. The C&A requirements do not apply, and a Security Accreditation Package is not required.
2. Photographs of the construction site are acceptable provided that no patients are included in the photograph. A professional photographer is not required for the project, just clear photographs with attached information describing the location of the photograph, and if necessary, the reason for the photograph.
B. Physical Security Requirements
1. All Contractor/Subcontractor employees will require the issuance of a temporary access badge prior entry to the work site. Requests for access will be made at least 3 working days in advance to the VA Project Manager/COR. and issued by the VA Police.
2. A 7’ (or higher) construction fence is required to be around any construction site that can be accessed by non-contractor personnel. The specific requirements for the fence can be found in Section 1.6.I of specification section 01 00 00.
C. NAVAHCS Historic District Requirements
Buildings 107 is listed as a historic structure on the National Register of Historic Places (NRHP), and the majority of the NAVAHCS site is listed on the NRHP as the Fort Whipple Historic District.
A significant effect this has on construction is the requirement for an archaeological monitor to be present during any excavation work that has not been previously disturbed, regardless of depth The certification requirements for the monitor can be found at The Secretary of the Interior Professional Qualifications Standards | U.S. Department of the Interior (doi.gov)
D. Hazardous Material Assessment
ACM and lead abatement and precautions are required in some areas. Contractor shall provide environmental monitoring by a licensed and certified professional for removal of Hazardous Material as required. Proper containment shall be installed by the contractor during abatement activities.
E. Underground Utility Locations
While locations of underground utilities are provided on the site drawings, location of underground utilities shall be verified by the contractor through underground locating services prior to any excavations.
F. Utility Outages
Planning of outages will be critical to avoid or limit to the greatest extent possible any disruption to hospital services. All outages coordinated and approved by the VA Project Manager/COR.
G. Parking
Parking is available for contractor employees in Lot “S”, which is north of the construction area.
H. Smoking
Contractor employees are prohibited to smoke or use tobacco of any kind while on the NAVAHCS property. This includes use of vaporizing devices.
I. Infection Control
1. Tuberculosis screening is not required for contractor employees to work on site. Work site construction barriers will be required as directed by design and narratives.
2. This work will be done outdoors and in mechanical areas within Building 107. No requirements are anticipated for installation of infection control barriers.
3. The cutting of concrete and pavement will require dust control measures by the contractor.
J. Laydown Area
The laydown area will be in the “B” Courtyard within reasonable proximity to the construction site. Exact location will be specified by the VA Project Manager/COR.
