About this file

This is a Water Reclamation Facility (WRF) Master Plan document prepared by Stantec Consulting Services Inc. for the Valley Sanitary District (VSD) in Indio, California. The comprehensive master plan evaluates the existing wastewater treatment infrastructure and provides recommendations for facility improvements through 2045. The document includes detailed analysis of wastewater flows and loads, regulatory requirements, treatment processes (including headworks, primary and secondary treatment, disinfection, and solids handling), condition assessments of accessible infrastructure, and a phased capital improvement program. The plan projects average annual flows increasing from 6.0 million gallons per day (MGD) in 2024 to 7.87 MGD by 2045, based on a 1.3 percent annual population growth rate. Key recommendations include installation of new secondary treatment basins with nitrogen removal capability by 2035, tertiary treatment facilities for recycled water production, implementation of an advanced biosolids management system (Lystek thermal hydrolysis process), decommissioning of outdated pond treatment systems, and extensive condition-based repairs across multiple facility areas. The master plan was prepared in draft form as of September 30, 2025, with final deliverables outlined across 17 chapters addressing planning parameters, flows and loads, regulatory compliance, process analyses, and asset management strategies.

The capital improvement program totals approximately $98 million in probable costs across multiple phases: $20.2 million for 2027 short-term work (primarily earthwork and site preparation), $38.3 million for 2030 short-term improvements, $36.1 million for 2035 long-term upgrades, and $3.3 million for 2040 long-term work. All costs are presented in 2025 dollars as Class 5 estimates with an accuracy range of -50 to +100 percent. Major capital projects include secondary clarifier expansion ($7.2 million), new aeration basins ($22.5 million), Lystek solids handling facility ($15.6 million), pond removal and backfill ($15.7 million), and tertiary treatment facility ($7.5 million). Historic operations and maintenance costs have averaged $4 million annually and are projected to increase to approximately $24 million annually by 2045. The district is currently permitted to discharge 10 MGD average monthly flow through the activated sludge treatment system, with existing discharge capacity sufficient to accommodate future 2045 projected flows. Anticipated regulatory changes include implementation of a 10 mg/L total nitrogen limit in the next NPDES permit renewal cycle, requiring the identified secondary treatment process modifications before 2035 compliance deadlines.
