About this file

This is a comprehensive technical specification document for the VA Healthcare System Richmond facility's Increasing Surgical Access project (652-24-103), outlining detailed requirements for mechanical, plumbing, HVAC, and control systems installation.

The specifications cover multiple divisions including plumbing systems (water distribution, sanitary/vent piping, fixtures), HVAC systems (heating, cooling, controls), fire suppression, vacuum systems, gas systems, and reverse-osmosis water equipment. Key specifications include commissioning requirements for all systems with a designated Commissioning Agent managing the process; testing, adjusting, and balancing (TAB) performed by certified AABC, NEBB, or TABB agencies; and a direct-digital control system using native BACnet communications over Ethernet. Critical requirements include Quality Assurance standards mandating that contractors provide evidence of three years' experience on comparable projects, maintain local service facilities within 100 miles with 4-hour emergency response capability, and supply all equipment as new standard manufacturer products with five-year spare parts availability. The specifications emphasize system commissioning with pre-functional checklists, contractor testing, systems functional performance testing, and VA personnel training. Specific performance tolerances are detailed including space temperature control within 1.0°C (2.0°F), airflow accuracy within 10 percent, and vibration limits not exceeding 5 mm/second RMS. All work must comply with applicable codes including NFPA standards, ASHRAE guidelines, IBC, and IPC requirements. The contractor bears responsibility for coordination among trades, submitting shop drawings with manufacturer approvals, maintaining building operations during construction, and delivering complete as-built documentation including operation and maintenance manuals on CD/DVD and printed format.
