About this file
This file is a comprehensive specification manual for the Department of Veterans Affairs (VA) project 652-24-103, "Increasing Surgical Access," located at Richmond VA Medical Center in Richmond, Virginia. The project involves renovation and construction of surgical facilities on the third floor of Building 500, including the construction of two operating rooms (one cardiac, one general), pre/post-operative areas, clean core, support spaces, locker rooms, and associated corridors.
The specification encompasses all division requirements for the project, including general requirements, demolition, asbestos and lead-based paint abatement, hazardous material handling, structural steel, metal decking, metal fabrications, and all mechanical, electrical, and plumbing systems. Key requirements include phased construction in three phases to maintain medical center operations during work, with strict infection control and interim life safety measures; comprehensive quality control and commissioning procedures for all systems; complete testing, adjusting, and balancing of HVAC and plumbing systems; and extensive safety protocols including respiratory protection, confined space entry, fall protection, and crane operations. The contractor must establish a site-specific safety program, maintain a minimum on-site Project Superintendent and Site Safety and Health Officer, provide all temporary facilities (decontamination areas, negative pressure systems, dust control), and comply with OSHA, EPA, and VA-specific regulations for hazardous materials removal. The project requires specialized equipment including HEPA-filtered negative air machines for asbestos abatement areas, medical gas systems commissioning, fire suppression system commissioning, and integrated systems testing. All work must be completed with as-built drawings, warranty management documentation, and post-occupancy commissioning support including operator training and equipment manuals. The specification indicates substantial coordination requirements between multiple trades, phases of work, and existing building operations during construction.
