About this file
This document is a Line-Item Budget template (Attachment C) from the Florida Department of Elder Affairs (DOEA) for RFP No. 24-RFP-001-JT regarding the Senior Community Service Employment Program (SCSEP). The template covers two funding periods: an initial period from July 1, 2025 to June 30, 2028, and a renewal period from July 1, 2028 to June 30, 2031. The budget template requires detailed cost breakdowns across eight major categories: Personnel, Fringe Benefits, Travel, Equipment, Supplies, Contractual, Other Costs, and Indirect Costs.
The budget guidelines specify several key financial parameters including a mileage reimbursement rate of $0.445 and per diem cap of $80.00 based on state travel guidelines. Equipment is defined as nonexpendable items with a useful life over 1 year and per-unit cost of $5,000 or more. The total budget must not exceed the Total Anticipated Funding Amount listed in Attachment I, and respondents must provide costs in all cells to be considered responsive. The budget requires both administrative costs and programmatic activities costs, including participant wages and fringe benefits, with a match requirement component that can be satisfied through in-kind contributions.

JT Page 4 of 4
• The Respondent shall use legible handwriting, if applicable, when completing the Line-Item Budget.
• If mathematical error(s) in a Respondent’s Line-Item Budget calculations are identified by the Department, unit costs submitted by the Respondent will be used to determine the total price for that Respondent.
• It is mandatory that the Total Budget does not exceed the Total Anticipated Funding Amount for the proposed Planning and Service Area listed in Attachment I of this RFP. If it is exceeded, the Respondent’s Proposal will not be evaluated.
BUDGET GUIDELINES
• Personnel: This refers to salaries paid to employees of the respondent who are directly involved in contract implementation. This section must identify the name and position to be paid for out of this contract (if awarded).
• Fringe Benefits: The cost of benefits paid to the personnel on the contract, including the cost of employer’s share of
FICA, health insurance, workers’ compensation, vacation and sick leave, holidays, or unemployment insurance.
• Travel: Travel costs that are reasonable and necessary to effectively manage the contract. Mileage reimbursement is at a rate of $0.445. Per diem cannot exceed $80.00 based on published state travel guidelines.
• Equipment: Refers to nonexpendable personal property that has a useful life of more than 1 year and a per-unit cost of
$5,000 or more.
• Supplies: All consumable materials, equipment costing less than $5,000 per unit, and other goods such as copy paper, pens, pencils, any materials needed to conduct training, computers, etc.
• Contractual: The Budget Narrative section should briefly describe products and professional services covered by the contract. No subcontracts can be developed with organizations to administer the program. However, contracts can be developed for professional services such as audits and payroll processing.
• Other Costs (Including Training Expenses): Direct costs that do not fit any of the aforementioned categories, such as rent, utilities and/or leased equipment, transportation expenses, on-the-job training employer reimbursements, classroom training, occupational skills training, participant supportive services, and other participant costs. These costs must be itemized separately.
• Indirect Costs: Indicate the rate, amount and basis of indirect costs. A copy of the indirect cost agreement, signed by the issuing Federal agency, must be included as an attachment to the proposal. Organizations can charge a rate lower than their approved rate.
