About this file

This attachment is a facility specification document for the Pinellas County Artificial Reef Program Staging Area, which supports the Pinellas County Solid Waste Department's Request for Proposal for marine salvage and debris removal services. The staging area, located at Sand Key Park in Clearwater, Florida, will serve as the central unloading point for approximately 3,300 tires and associated marine debris recovered from five artificial reef locations off the Pinellas County coast. The facility features a 180-foot commercial mooring dock with water depth of approximately 5 to 6 feet at mean lower low water, accessible via Clearwater Pass, and an asphalt pad measuring 150 feet by 150 feet. The staging area provides no-cost facility use for contractor equipment mooring subject to a no-cost Facility Use Agreement, with no water or power hookups available on site. Questions regarding the solicitation must be submitted by March 31, 2026 at 12:00 p.m., and proposals are due electronically on April 16, 2026 at 3:00 p.m., with no scheduled site visits or pre-bid conferences. The contract term is twelve months from the award date with one optional twelve-month renewal period available at the same prices, terms, and conditions subject to County approval.

Pricing must be submitted as lump sum unit costs for mobilization and tire removal/transport/unloading services for each of the five reef locations, with all costs remaining firm for the contract duration and including all personnel, materials, labor, equipment, profit, and overhead. The County will obtain any required Environmental Resource Permit through the Florida Department of Environmental Protection at no cost to the contractor. Contractors must maintain comprehensive insurance coverage including workers' compensation, commercial general liability of $1,000,000 combined single limit, business automobile liability of $1,000,000, excess/umbrella liability of $1,000,000, and watercraft liability of $1,000,000, with no performance security required. Contractors must also complete notarized affidavits addressing human trafficking, common carrier transportation, foreign countries of concern ownership, and demonstrate E-Verify system registration. Evaluation criteria include executive summary (5 percent), qualifications and experience (35 percent), project approach and methodology (50 percent), and compensation/price proposal (10 percent).
